§ 10.36.010. Traffic Engineer to establish marked crosswalks.

A. The City Traffic Engineer shall establish, designate and maintain crosswalks at intersections and other places by appropriate devices, marks or lines upon the surface of the roadway at all intersections and at other places within or outside intersections where the City Traffic Engineer determines that there is particular hazard to pedestrians crossing the roadway, subject to the limitation contained in subsection B of this section.

B. Other than crosswalks at intersections, no crosswalk shall be established in any block which is less than 400 feet in length and such crosswalk shall be located as nearly as practicable at mid-block.

C. The Traffic Engineer may place signs at or adjacent to an intersection in respect to any crosswalk directing that pedestrians shall not cross except in the crosswalk so indicated.

No pedestrian shall cross a roadway between adjacent intersections controlled by traffic-control signal devices or by police officers except in a crosswalk.

§ 10.36.030. Crossing at right angles.

No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opposite curb except in a marked crosswalk.

§ 10.36.040. Hitchhiking prohibited.

No person shall stand upon the traveled portion of any street or alley in the City and solicit a ride from the driver of any passing vehicle.

§ 10.36.050. Unreasonable interference with free passage of pedestrians.

A. Obstructing Entrances. No person shall loiter or stand in or upon any public highway, street, alley, sidewalk, crosswalk or other public way open for pedestrian travel or otherwise occupy any portion thereof in such manner as to unreasonably obstruct, block or interfere with the normal use of the entrance to any business establishment, public building or other facility which is open to the public, including, but not limited to, any house of worship, hall, theater or place of public assemblage.

B. Sitting, Lying or Sleeping on Streets and Sidewalks. No person shall sit, lie, kneel or sleep in or upon any street, sidewalk, alley, crosswalk, public highway or other place open for pedestrian travel, or any portion thereof.

C. Obstructing Pedestrian Passage. No person shall loiter or stand in or upon any street, sidewalk, public highway, alley, crosswalk or public way or any portion thereof in such manner as to unreasonably annoy, molest or menace any pedestrian thereon or so as to unreasonably obstruct or interfere with the free passage of any pedestrian.

D. Exceptions. Provisions of this section shall not apply to any person standing in line or otherwise standing in or upon a sidewalk waiting to conduct business in a business establishment or public facility; nor shall it apply to any person who is selling or giving political or religious literature to other persons; nor shall it apply to any person who is conducting a lawful business or has a lawful reason for standing in or upon a street or sidewalk; provided, however, that such person is complying with all other laws, rules and regulations applicable to waiting to conduct business, distributing political or religious literature, engaging in a strike or conducting other lawful business. This section further shall not apply to any person or persons sitting on the curb portion of any sidewalk or street while attending or viewing any parade lawfully permitted under this Code; nor shall it apply to any persons sitting upon benches or other seating facilities provided for such purpose by the City or permitted by this Code.

E. Vehicle Traffic Obstruction. No person shall wilfully, intentionally or maliciously molest, annoy, obstruct or hinder any motor vehicle, its operator or any passenger in such vehicle while the motor vehicle is moving or lawfully stopped or parked upon any public street, highway or alley or entering or exiting from private or public property on any public street or thoroughfare.
