§ 10.04.010. Definitions.

For the purpose of this title, the following definitions shall apply unless the context clearly indicates or requires a different meaning. Whenever any words or phrases used herein are not defined, but are defined in the California Vehicle Code, such definitions shall apply.

“Central traffic district”

means all streets and portions of streets within that area bounded by West Drive to Mesquite Avenue and 8th Street to Two Bunch Palms Road.

“City Traffic Engineer”

means the City Manager.

“Coach”

means any motor bus, motor coach, trackless trolley or passenger stage used as a common carrier of passengers.

“Commercial vehicle”

has the same meaning as ascribed to it by California Vehicle Code Section 260.

“Curb”

means the lateral boundary of the roadway whether such curb be marked by curbing construction or not so marked; curb shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

“Divisional island”

means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

“Holiday”

means the first day of January, the third Monday in February, the last Monday in May, the fourth day of July, the first Monday in September, the eleventh day of November, the twenty-fifth day of December and Thanksgiving Day. If the first day of January, the fourth day of July or the twenty-fifth day of December falls upon a Sunday, the Monday following is a holiday. If the first day of January, the fourth day of July or the twenty-fifth day of December falls upon a Saturday, the Friday preceding is a holiday.

“Loading zone”

means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

“Motor truck”

has the same meaning as ascribed to it by California Vehicle Code Section 410.

Official Time Standard.

Whenever certain hours are named in this chapter, they mean standard time or daylight saving time as may be in current use in the City.

“Parkway”

means the space adjacent to the curb, between the curb or roadway edge and the sidewalk.

“Passenger loading zone”

means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

“Pedestrian”

means any person afoot or using a means of conveyance propelled by human power other than a bicycle.

“Police Chief”

means the Police Chief of the City.

“Police Department”

means the Police Department of the City.

“Police officer”

means every officer of the Police Department or any officer of this City authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

“Recreational vehicle”

has the same meaning as ascribed to it by California Civil Code Section 799.24.

“Semitrailer”

has the same meaning as ascribed to it by California Vehicle Code Section 630.

“Sheriff”

means the County Sheriff.

“Sheriff’s Department”

means the County Sheriff’s Department.

“Stop” or “stopping”

means any cessation of movement of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or official traffic-control device or signal.

“Trailer”

has the same meaning as ascribed to it by California Vehicle Code Section 630.

“Vehicle Code”

means the California Vehicle Code.
