State Law reference— For statutory provisions vesting control over subdivision design and improvement in the governing bodies of cities, see Bus. and Prof. Code §11525.

The provisions of this chapter shall be the subdivision improvements required of all subdivisions or parts of subdivisions lying wholly or in part within the city, except in those cases where the city council upon recommendation of the advisory agency, or upon its own initiative, determines that the site or shape of land, topographical conditions or proposed land use or other special conditions make compliance herewith impractical.

The following street improvements are required:

A. Cross gutters;

B. Curbs and gutters;

C. Sidewalks and wheelchair ramps;

D. Street name signs and traffic control signs;

E. Street paving.

The following utility improvements are required:

A. Street lighting system, and adequate utility service, such as electrical and/or gas, to each parcel in the subdivision;

B. Sanitary sewage collection and pumping system;

C. Municipal water distribution and fire protection system;

D. Relocation and/or reconstruction of existing irrigation distribution lines as required by the public entity, the South San Joaquin Municipal Utility District (SSJMUD);

E. Telephone and cable service to each residential parcel in the subdivision;

F. Undergrounding of utility lines including electric, communications, street lighting and cable television in residential subdivisions.

The following general improvements are required:

A. Storm water drainage system necessary for the proper use and drainage of street, highways, and ways and/or to the public safety;

B. Fences and landscaping along rear lot lines backing upon streets or highways when waivers of access rights have been obtained by city;

C. Off-tract improvements wherever such improvements are required for the general health, safety, and welfare and where conditions necessitating such improvements are caused or aggravated by the subdivision;

D. Any other improvements which as a result of the subdivisions are deemed necessary by the city council to insure the health, safety, convenience and general welfare of the community;

E. The dedication of any and all rights-of-way, except as otherwise specifically provided, necessary for the proper layout and maintenance of public improvements required or permitted by this title and the granting of easements to the proper public or private agency when necessary for the proper layout and maintenance of such facilities when dedication is not required.
