16.08.010 - Generally.

For the purpose of this title the following terms, words or phrases and their derivations shall have the meaning ascribed to them by this chapter.

16.08.020 - Administrative staff.

"Administrative staff" means and includes the city manager, director of public works, authorized representative, superintendent of public works, fire chief and senior building inspector.

16.08.030 - Alley.

"Alley" means any public way less than forty feet in width which affords a secondary means of vehicular access to an abutting property.

16.08.035 - Collector.

"Collector" means a street used to provide traffic movement between major/secondary streets and local streets. Because of its primary function of funneling (moving) traffic from local residential streets to heavier circulation routes, the collector streets should not form a continuous system. This will discourage the tendency for people to use the collectors as major arterials. (Minimum right-of-way width for collector streets is sixty feet.)

16.08.040 - Frontage road.

"Frontage road" means a public dedicated street(s) adjacent and parallel to a major highway or street which is separated therefrom by a dividing strip.

16.08.050 - General plan.

"General plan" means the general plan for the City of Delano as adopted or as amended by the city council.

16.08.052 - Highway.

"Highway" means a street type designed to allow efficient movement of large volumes of through traffic across the city. They are normally intended for high-speed travel and utilize a minimum of two lanes traveling in the same direction. It can be a state highway or a major thoroughfare used to connect the city with other parts of the county. (Minimum right-of-way width for major arterials is one hundred ten feet.)

16.08.060 - Local street.

"Local street" means a street designed to provide direct access to residential sites, commercial businesses, and abutting land. Through traffic movement should be discouraged on local streets as they are intended to handle only limited traffic. (Minimum right-of-way width for local streets is fifty feet.)

16.08.070 - Lot.

"Lot" means a parcel of land shown on a subdivision or record of survey map with a separate and distinct identification from other parcels of land.

16.08.080 - Arterial street.

"Arterial street" means a street designed to carry heavy volumes of traffic through various sectors of the city. It provides circulation from major activity centers to residential areas. (Minimum right-of-way width for arterial streets is ninety feet.)

16.08.090 - Means of access.

"Means of access" means a street, right-of-way, easement or way of necessity or other thoroughfares, except an alley, designed for ingress or egress from any parcel of land to a public street.

16.08.100 - Native or ornamental trees.

"Native or ornamental trees" means any tree other than an orchard tree.

16.08.110 - Public utilities.

"Public utilities" means municipal and industrial water, irrigation water delivered by public utilities, gas, sewer, electrical and telephone lines and facilities, but not including natural or improved drainage facilities.

16.08.120 - Major collector street.

"Major collector street" means a street used to provide heavy volumes of traffic through the city. Its traffic capacity is less than an arterial street but larger than that of a collector. (Minimum right-of-way width for major collector streets is eighty feet.)

16.08.130 - Subdivider.

"Subdivider" means any individual, firm, association, syndicate, co-partnership, corporation, trust or any other legal entity commencing or required by law to commence proceedings under this title to effect a subdivision of land hereunder for himself or for another.

16.08.140 - Subdivision.

"Subdivision" refers to any real property, improved or unimproved, or portion thereof, shown on the latest county tax roll as a unit or as contiguous units, which is divided for the purpose of sale or lease, whether immediate or future, by any subdivider into five or more parcels within any one year period; provided that this definition shall not apply to the leasing of apartments, offices, stores, or similar space within an apartment building, industrial building, commercial building or trailer park, nor shall this definition apply to mineral, oil or gas leases.

16.08.150 - Subdivision Map Act reference.

Whenever any words or phrases as used in this title are not defined herein but are defined in the Subdivision Map Act as last amended, such definitions are incorporated herein and shall be deemed to apply as though set forth in this chapter.
