13.28.010 - Permit required.¶
No authorized person shall uncover, make any connection with or opening into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from engineer or inspector or their designated representative.

13.28.020 - Permit not issued when.¶
No building permit shall be issued for the installation, alteration or repair of any sewage disposal system or part thereof, or any lot for which a connection to the public sewer is available as defined in Section 13.16.120.

13.28.030 - Expense to be borne by property owner.¶
All costs and expense incident to the installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.

13.28.040 - Obligation for building sewer—Public sewer.¶
The city does not assume any obligation or expense for maintaining any building sewers from the public sewer to the premises served. All service and expense of operation and maintenance of the public sewer shall be borne by the city.

13.28.050 - Tapping main line sewer.¶
No person except a qualified contractor, or a person authorized by the city, shall tap a main line sewer. If a person desires to connect a house connection sewer to a main line sewer and in the opinion of the engineer, no suitable connection or chimney exists, such person shall file an application with the engineer to excavate, bore and saddle the main line. If a main line sewer is to be tapped for the installation of a saddle, such person shall do all excavation work necessary in compliance with applicable city code and regulations.

13.28.060 - Conformance of building sewer.¶
The connection of the building sewer into the public sewer shall conform to the requirements of the building and plumbing code or other applicable rules and regulations of the city. All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the engineer or inspector before installation. Mortar, lead or tar joints shall not be permitted.

13.28.070 - Protection of excavations—Restoration of property.¶
All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the city.

13.28.080 - Connections outside city limits.¶
No person shall connect their property outside the city limits to the city's public sewer system without first obtaining the consent of the city council and paying the fees and charges established by ordinance.
Property owners outside the corporate limits of the city desiring sewer service shall comply with the following:
- Submit to the city council a written request for city sewer service setting forth:
a. The area to be serviced,
b. The proposed development requiring sewer services,
c. Any information required by the director of community development/city engineer in order to determine offsite major facilities charges and quantities and quality of effluent to be discharged into the public sewer;
Execute a separate agreement with the city for sewer service if favorable council support of the request is obtained;
Abide by all applicable ordinances and resolutions governing the sanitary sewer system applicable to in-city users of the sewer system including, but not limited to, payment for inspections, plan check, etc.
Sewer service charges for outside-the-city users shall be thirty percent more than the monthly rate charged to the same classified user within the city limits, as set forth in Section 13.16.150, Schedule of charges.
Outside users of the city's sewer system, including all current users except for governmental agencies, shall be required to pay an advance billing fee as set forth in Section 13.16.160, Conditions of service.

13.28.090 - Sewer impact fee by resolution.¶
The city council shall define, set and establish the sewer developer impact fee, identify the facilities to be constructed with the sewer development impact fee and determine the rates for the sewer developer impact fee to be applied by resolution after a lawfully noticed public hearing.

Number of employees shall be computed based on the square footage of the building divided by four times the occupant load factor using Table No. 33A of the Building Code. Restaurants are required to submit a "seating plan."

13.28.110 - Application of Section 13.28.090.¶
The charges provided for in Section 13.28.090 above, shall not apply to applications or permits occasioned by removal of stoppage for any building sewer, or the substitution of an existing building sewer for the same type of use. Nothing herein shall be interpreted to relieve any subdivider or developer of the obligation to make sewer improvement under the subdivision ordinance.

13.28.120 - Separate sewer for each building.¶
A separate and independent building sewer shall be provided for every building.

13.28.130 - Using old building sewers.¶
Old building sewers may be used in connection with new buildings only when they are found, upon examination and tested by the engineer or his designated representative, to meet all requirements of this article.

13.28.140 - Abandoned building sewer or connection.¶
Any abandoned building sewer or connection shall be plugged or capped at the expense of the owner of the premises which building sewer serves, at a point and in a manner approved by the engineer or inspector. The restored use of an abandoned building sewer or connection shall not be approved by the engineer or inspector if the line or connections there to do not meet construction standards at the time of application for refuse.

13.28.150 - Insanitary building sewer—Order to repair or replace.¶
If, in the course of inspection process, by the engineer or inspector, an existing building sewer or connection is found to be in an insanitary condition, the engineer, inspector or their designated representatives shall order the building sewer or connection to be repaired, modified or replaced. It shall be the obligation of the owner of the premises served to comply with such order at the owner's expense.

13.28.160 - Conformance with building and plumbing regulations.¶
The size, slope, alignment, materials of a building sewer and the methods to be used in excavating, placing of pipe, jointing, testing and backfilling the trench, shall all conform to requirements and standards of the building and plumbing code or other applicable rules, regulations and standards of the city.

13.28.170 - Elevation of sewer.¶
Whenever possible, the building sewer should be brought to the building at an elevation below the basement floor. In all buildings, in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage or water carried by such building drain shall be lifted by an approved means and discharged to the building sewer. Where possible, upper floors shall be designated to flow by gravity into line flowing to the public sewer, and only the basement area shall be pumped.

13.28.180 - Notification premises ready for inspection.¶
The applicant for a building sewer permit shall notify the engineer and/or inspector when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of engineer or inspector or their representatives.

13.28.190 - Reconnection.¶
If any sewer connection has been discontinued from the public sewer by the engineer or inspector for failure to comply with provisions of the article, the applicant shall reapply to the engineer or inspector for a permit to reconnect the building sewer.

13.28.200 - Observance of safety rules.¶
While performing the work designated in this article on private or public property, all parties shall observe all safety rules and regulations, applicable under federal, state, county and city, and the city shall be held harmless against liability claims and demands for any personal injury, death or property damage.
