13.32.010 - When.¶
It is not the general policy of the city to extend public sewers at city expense. The city may, when it is deemed to be in the best interests of the city and its inhabitants, participate in such sewer main extensions that are in excess of the minimum of eight inches in diameter.

13.32.020 - On approved dedicated property.¶
No extension of a public sewer main shall be made except in an approved dedicated street, alley or recorded easement.

13.32.030 - Industrial areas.¶
For "industrial areas" the extensions of public sewers shall be on an individual basis, at their own expense, since the size of sewer mains is dependent upon individual specific needs.

13.32.040 - Maximum length.¶
The maximum length of the public sewer main extension which the applicant shall be required to install shall not exceed the distance from the location of service to the nearest public sewer main of adequate capacity.

13.32.050 - Size.¶
The size of the sewer main extension shall be based on the requirements to meet the service demands for that extension. Eight-inch mains shall be the minimum size considered for general use.

13.32.060 - Right-of-way.¶
If right-of-way is needed for the sewer main extension, the person desiring the extension shall obtain the right-of-way, or pay the cost to the city for acquiring such right-of-way.

13.32.070 - Pump station.¶
If a pump station is necessary to serve property of a person desiring the sewer main extension, such person shall install the pump station in accordance with plan and specifications approved by the engineer and shall pay the full cost of such installation.

13.32.080 - Financing.¶
Whether a sewer main extension is financed by an applicant and/or by the city, the city shall declare such extension a "special sewer line" to enable the applicant and/or city to recover all or a portion of the costs incurred therein by the establishment of a "special sewer fee."

13.32.090 - Determination of special sewer fee.¶
The "special sewer fee" shall be determined as specified in Section 13.36.050.

13.32.100 - Agreement for reimbursement.¶
The person who has financed a sewer main extension may enter into an agreement with the city under the terms of which the city will reimburse him for that portion of the cost of the sewer main extension over and above the cost applicable to his premises. The source of funds for such reimbursement shall be the "special sewer fees" collected from other users of the "special sewer main" and payable within ninety days following the date of collection. Such agreement shall terminate within ten years from the date of execution of the agreement and the costs reimbursed shall not exceed the person's actual contribution toward the cost of sewer main extension.

13.32.110 - Procedure for extension due to location of premises or capacity of available sewer.¶
Whenever an extension of a public sewer is necessary or required because the principal part of the premises to be served does not lie along an existing public sewer or along a public sewer with adequate capacity, the extension will be installed under the following procedures:
The applicant shall make a request in writing to the engineer for preliminary investigation into the feasibility for such extension. If the extension as requested is found to be feasible, the engineer shall inform the applicant of the feasibility along with recommendations, conditions and alternatives for installation as follows:
A. Applicant may cause the public sewer main to be extended and enter into an agreement with the city for reimbursement as outlined in Section 13.32.100;
B. Applicant may enter into an agreement with the city and deposit therewith the estimated cost of construction, engineering, inspection and administration. The city will then cause the extension to be installed;
C. Applicant may cause the public sewer main to be extended and the city may participate in the oversized mains (those greater than eight inches in diameter) to serve future development along the public sewer main extension and/or areas beyond such extension, by allowing "construction credits" at a lineal foot cost. The construction credit shall be the difference in actual cost between minimum eight-inch pipe and the size of pipe installed plus a percentage of the installation costs, all to be determined by the engineer upon submittal of a copy of the successful bidder's bid.
