Chapter 17.18 — R-P RESIDENTIAL-PROFESSIONAL DISTRICT

§ 17.18.010. R-P Purpose. ¶
A. Purpose. The purpose of the R-P residential professional district is to provide transition between residential and commercial areas near the downtown core by providing for a mixture of residential and professional office uses.
B. Provision. In the R-P district no building or land shall be used, and no building shall be constructed, be erected, altered, added to, enlarged or moved for any purpose or in any manner except in compliance with these regulations.

§ 17.18.020. R-P Principally permitted uses. ¶
The following uses are principally permitted in the R-P district:
A. Professional offices such as doctors, dentist, lawyers, accountants or specialty consultants;
B. Nonprofit agency offices and meeting rooms;
C. Dwelling groups consisting of one-family, two-family and multiple-family dwellings as a secondary use;
D. Home occupations;
E. Rooming houses;
F. Accessory buildings;
G. Residential care facilities for twelve or fewer clients;
H. Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU), subject to the provisions of Chapter 17.35 ;
I. Transitional/Supportive housing as defined and mandated by Government Code Section 65651 ;
J. Single room occupancy (SRO) units; and
K. Manufactured housing as defined and mandated by Government Code Section 65852.3 , subject to the provisions of Chapter 17.48 ; and
L. Employee housing for six or fewer employees in a single-family dwelling as defined and mandated by the California Health and Safety Code Section 17021.5 .

§ 17.18.025. R-P Uses permitted subject to a use permit. ¶
The following uses may be permitted subject to the granting of a conditional use permit (see Chapter 17.54 ) in the R-P district:
A. Bed and breakfast establishments, subject to the provisions of Chapter 17.59 ;
B. Personal services, such as beauty salons and barbershops;
C. Religious institutions and religious schools;
D. Nonprofit and public agency dormitories;
E. Residential hotels;
F. Residential care facilities for thirteen or more clients;
G. Public parking lots; and
H. Small public facilities such as schools and utility substations. (Ord. 843, 9/3/2024)
§ 17.18.030. R-P Property development standards. ¶
All development in the R-P district shall be subject to the following development standards:
A. Height. 1. Main Building. Maximum thirty-five feet. 2. Accessory Building. Maximum sixteen feet.
B. Yard Setbacks from Property Boundary. 1. Front Yard Setbacks. a. Residential Uses. Minimum twenty feet. b. Nonresidential and Mixed Uses. Minimum ten feet. c. Garage Doors and Carports Entrances for residential uses. Minimum twenty-five feet.
Side Yard Setbacks. a. Interior. Minimum five feet. b. Exterior. Minimum ten feet. c. Garage Doors and Carports Entrances for Residential Uses. Minimum twenty-five feet.
Rear Yard Setback. a. Main Buildings. Minimum ten feet. b. Accessory Building. Minimum five feet.
C. Lot Area. 1. Residential and Mixed Uses. Minimum six thousand square feet. 2. Nonresidential. No minimum for nonresidential uses.
D. Density. 1. Minimum one dwelling unit per fifteen hundred square feet; and 2. Maximum thirty dwelling units per acre.
E. Lot Coverage.
- Nonresidential Uses. Maximum eighty-five percent for all buildings and structures. 2. Residential and Mixed Uses. Maximum sixty-five percent for all buildings and structures.
- Dwelling units above the ground floor and all parking areas shall not be counted in lot coverage. (Ord. 843, 9/3/2024)
§ 17.18.040. R-P Building placement. ¶
All building placement within the R-P district shall be subject to the following:
A. For nonresidential uses, whenever such project is separated from adjacent residential property by a permanent open space or parking area of no less than twenty-five feet in width, the required front yard or side yard setback shall not be required.
B. Accessory Buildings.
All buildings are subject to fire prevention code requirements.
A five-foot passage from one side yard to the area to the rear of the main building, to the other side yard shall be maintained. This passage shall provide ready access around the main building.
Construction on accessory buildings may only be started after the main building on the lot has been roofed and has had the siding constructed.
Coverage of the rear yard by accessory building, structures or covered patios shall be limited to fifty percent of the required rear yard area.

§ 17.18.050. R-P General provisions. ¶
All development within the R-P district shall be subject to the following general provisions:
A. Site Plan and Architectural Design Review. Subject to the provisions of Chapter 17.46 .
B. Landscaping. Subject to the provisions of Chapter 17.41 and 17.43 .
C. Parking. Subject to the provisions of Chapter 17.42 .
D. Fencing. Subject to the provisions of Chapter 17.40 .
E. Signs. Subject to the provisions of Chapter 17.39 .
F. Exterior Lighting. All new exterior lighting shall be shielded and directed downward on the property to prevent upward glare and glare at adjacent properties.
