10.24.010 Twenty-four minute limit.

Green curb marking means no standing or parking for a period of time longer than 24 minutes at any time between 9:00 a.m. and 6:00 p.m. on any day except Sunday(s) and holidays.

10.24.020 Forty minute limit.

When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park the vehicle between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sunday(s) and holidays for a period of time longer than 40 minutes.

10.24.030 One hour limit.

When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park the vehicle between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sunday(s) and holidays for a period of time longer than one hour.

10.24.040 Two hour limit.

When authorized signs, parking meters or curb markings have been determined by the City Traffic Engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park the vehicle between the hours of 9:00 a.m. and 6:00 p.m. of any day except Sunday(s) and holidays for a period of time longer than two hours.

10.24.050 Parking space markings.

(A) The City Traffic Engineer is authorized to install and maintain parking space markings to indicate parking spaces adjacent to curbs where authorized parking is permitted.

(B) When the parking space markings are placed on the highway, subject to other and more restrictive limitations, no vehicle shall be stopped, left standing or parked other than within a single space unless the size or shape of the vehicle makes compliance impossible.

10.24.060 No stopping zones.

(A) The City Traffic Engineer shall designate established no stopping zones by placing and maintaining appropriate signs indicating that stopping of vehicles is prohibited and indicating the hours and days when stopping is prohibited.

(B) During the hours and on the days designated on the signs, it is unlawful for the operator of any vehicle to stop the vehicle on any of the streets or parts of streets established by resolution of the Council as no stopping zones.

10.24.070 Prohibited on narrow streets.

(A) The City Traffic Engineer is authorized to place signs or markings indicating no parking upon any street when the width of the roadway does not exceed 20 feet, or upon one side of a street as indicated by the signs or markings when the width of the roadway does not exceed 30 feet.

(B) When official signs or markings prohibiting parking are erected upon narrow streets as authorized in this section, no person shall park a vehicle upon any such street in violation of any such sign or marking.

10.24.080 Vehicles exceeding 6,000 pounds.

(A) No person shall park or stand any vehicle having a maximum gross weight exceeding 6,000 pounds on any street other than a designated truck route.

(B) No person shall stop, stand or park any vehicle having a maximum gross weight exceeding 6,000 pounds on any street in the city for a continuous period of time in excess of two hours.

(C) The provisions of this section shall not be effective with respect to any commercial vehicle making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on the restricted streets and highways or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon the restricted streets or highways for which a building permit has previously been obtained.

(D) The provisions of this section shall not be effective with respect to any authorized emergency vehicle as defined by the Vehicle Code.

(E) The provisions of this section shall not hamper construction, maintenance and repairs of essential public services and facilities, including those of public utilities subject to the regulatory jurisdiction of the California Public Utilities Commission.

(F) The Traffic Engineer shall erect signs giving notice of the parking restrictions of this section at each major entrance to the city.

10.24.090 Curb markings.

The City Traffic Engineer is authorized, subject to the provisions and limitations of this title, to place, and when required in this chapter shall place, the following curb markings to indicate parking or standing regulations, and the curb markings shall have the meanings as herein set forth:

(A) Red shall mean no stopping, standing or parking at any time, whether the vehicle is attended or unattended, and except that a bus may stop in a red zone marked or signed as a bus loading zone;

(B) Yellow shall mean no stopping, standing or parking at any time between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays for any purpose other than the loading or unloading of passengers or freight, provided that the loading or unloading of passengers shall not consume more than three minutes nor the loading or unloading of freight more than 20 minutes;

(C) White shall mean no stopping, standing or parking for any purpose other than loading or unloading of passengers or for the purpose of depositing mail in an adjacent mailbox, which shall not exceed three minutes; such restrictions shall apply between 7:00 a.m. and 6:00 p.m. of any day except Sundays and holidays and except as follows:

(1) When the zone is in front of a hotel or in front of a mailbox, the restrictions shall apply at all times;

(2) When the zone is in front of a theater, the restrictions shall apply at all times when such theater is open;

(D) Blue shall mean parking limited exclusively to the vehicles of physically handicapped persons;

(E) When the City Traffic Engineer, as authorized under this title, has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to any such legible curb marking in violation of any of the provisions of this section.

10.24.100 Loading zones – Marking – Designating.

The City Traffic Engineer is authorized to determine the location of passenger and freight curb loading zones and shall place and maintain appropriate signs or markings indicating the same and stating the hours during which the provisions of this section are applicable. In no event shall more than one-half of the total curb length in any block be reserved for loading zone purposes. Loading zones shall be indicated by yellow paint upon the top of all curbs within such zones. Passenger loading zones shall be indicated by white paint upon the top of all curbs in the zones.

10.24.110 Vehicle – Time – Restrictions.

(A) Permission granted in this chapter to stop or stand a vehicle for purposes of loading or unloading of materials shall apply only to commercial vehicles and shall not extend beyond the time necessary therefor, and in no event for more than 20 minutes.

(B) The loading or unloading of materials shall apply only to commercial deliveries and the delivery or pickup of packages and mail.

(C) Permission granted in this chapter to stop or park for purposes of loading or unloading passengers shall include the loading or unloading of personal baggage, but shall not extend beyond the time necessary therefor and in no event for more than three minutes.

10.24.120 Standing for loading or unloading only.

No person shall stop, stand or park a vehicle in any yellow loading zone for any purpose other than loading or unloading passengers or material for such time as is permitted in this title.

10.24.130 Passenger loading zone – Use restricted.

No person shall stop, stand or park a vehicle in any passenger loading zone for any purpose other than the loading or unloading of passengers for such time as is specified in this title.

10.24.140 Public carrier stops and stands – Established.

(A) The City Traffic Engineer is authorized and required to establish bus stops, bus stands, taxicab stands and stands for other passenger common-carrier motor vehicles on such public streets in such places and in such number as he or she determines to be of the greatest benefit and convenience to the public and every such bus stop, bus stand, taxicab stand or other stand shall be designated by appropriate signs or markings.

(B) Bus zones shall normally be established on the far side of an intersection.

10.24.150 Public carrier stops and stands – Restricted use.

No person shall stop, stand or park a vehicle other than a bus in a bus stop or other than a taxicab in a taxicab stand when any such stop or stand has been officially designated and appropriately signed, except that the driver of a passenger vehicle may temporarily stop therein for the purpose of and while actually engaged in loading or unloading passengers when such stopping does not interfere with any bus or taxicab waiting to enter or about to enter such zone.
