14.03.010 - Parking Lot and pavement maintenance.¶
Persons owning or operating a Parking Lot, Gas station or other enterprise containing large areas of pavement Shall clean such pavement or any similar Structures as frequently and as thoroughly as practicable in a manner that does not result in, and serves to minimize future Discharge of Pollutants to the City Storm Drain System. The Director is authorized to impose BMPs on Persons owning or operating such facilities, and the failure to implement those BMPs Shall be a Violation of this title.

14.03.020 - Prohibitions.¶
By adoption of residential and commercial activity Stormwater regulations or by the issuance of residential and commercial activity Stormwater Permits, or both, the Director May impose reasonable limitation as to the quality of Stormwater (including without limitations the Designations of maximum levels of Pollutants) Discharged directly or indirectly into the Storm Drain System from site of residential or commercial activity.

14.03.040 - Best Management Practices.¶
It is the User's responsibility to adopt and implement appropriate Best Management Practices (BMPs), which will effectively prevent the direct or indirect Discharge of Pollutants from the User's Property into the City's Storm Drain System. Such Best Management Practices May include, but are not limited to, Best Management Practices set forth in the Stormwater Pollution Prevention Plan, the Municipal Activities Pollution Prevention Strategy Handbook, the General Industrial Permit BMP Handbook, those developed by the San Bernardino NPDES Coordinating Committee, or other BMPs adopted or recommended by Federal, State or Local agencies for prevention of Pollutant Discharge from specific sources. Although it is the User's responsibility to adopt and implement BMPs, the Director is authorized to impose BMPs on Users and the failure to implement such BMPs Shall be a Violation of this title.

14.03.050 - Permits required.¶
Any User engaging in or intending to engage or engaging in Construction Activity covered by the State Water Resources Control Board's general Permit for Discharges associated with Construction Activity or industrial activity covered by State Water Resources Control Board's industrial Stormwater general Permit, or any revisions, modifications, or replacements thereto, Shall comply with the applicable order; comply with Section 14.02.070 of this title; and provide evidence of compliance prior to obtaining any City-issued grading or construction Permits.

14.03.060 - Existing Development.¶
Existing Development Shall control Stormwater runoff and Nonstormwater so as to prevent any deterioration of water quality that would impair subsequent or competing Uses of the water. The Director has the right to identify the BMPs that Shall be implemented to prevent such deterioration and the right to identify the manner of implementation. Failure to implement any BMPs identified by the Director Shall be a Violation of this title.
