13.12.010 - Removing or depositing into municipal Sewage system—Restrictions.

No Person, firm or corporation other than as mentioned in this chapter Shall directly, or indirectly pump or remove Sewage from a cesspool, septic tank, leaching pit or any other private Sewage disposal system, nor Shall any Person, firm or corporation other than is mentioned in this chapter directly, or indirectly deposit, place, or dump any Sewage or waste Material or Materials of any kind into the municipal Sewage system, including the Sewage treatment plant of the City, save and excepting through legally connected sewer connections to the system, authorized and Approved by the City.

13.12.020 - Removing or depositing into municipal Sewage system—Permit—Required—Issuance—Fee.

Any Person, firm or corporation desiring to pump or remove Sewage from a cesspool, septic tank or leaching pit or from any other private Sewage disposal system and/or to deposit, place or dump any Sewage or waste Material, or Material of any kind into the municipal Sewage system or any Part thereof, other than as mentioned in Section 13.12.010 Shall apply to the plumbing inspector for Permit to do so, and if in the opinion of the plumbing inspector, the pumping or removal of Sewage from a private disposal system and the depositing, placing or dumping thereof into the Sewage system of the City would be injurious, or likely to prove injurious, or not in the best interests to the efficient operation of the system in any manner whatsoever, the request for a Permit Shall be denied. If the plumbing inspector Shall be of the opinion that the pumping or removal of Sewage from the private Sewage disposal system is in the interest of the health and safety of the public, or that the depositing, placing or dumping thereof will not be injurious in any manner whatsoever or not effect the efficient operation thereof, the plumbing inspector Shall issue a Permit for the same upon payment of a Fee therefor in an amount as set forth in a Resolution of the City Council in reference thereto, and the Fee Shall be based upon the quality and quantity of the Material to be pumped or removed from the private disposal system and/or to be deposited, placed or dumped into the Sewage system of the City and any special circumstances that might be encountered in connection therewith.

13.12.030 - Removing or depositing into municipal Sewage system—Permit—Application.

Any Person, firm or corporation desiring a Permit for the pumping or removal of Sewage from a private Sewage disposal system and/or for the depositing, placing or dumping thereof in the sewer system of the City Shall file Application with the plumbing inspector giving the location of the private Sewage disposal system in which Sewage is to be removed and setting forth the quantity thereof.

13.12.040 - Rules and regulations adoption.

The City Council Shall, from time to time, adopt such rules and regulations as it deems necessary in order that the appropriate Employees and officials of the City May properly administer and carry on the terms and provisions of this chapter.

13.12.050 - Exemption from chapter provisions.

This chapter Shall not apply to officials and Employees of the City in maintaining and operating the sewer system of the City.

13.12.060 - Penalty for Violation.

Any Person, firm or corporation violating this chapter or any provision or rule thereof, except as otherwise herein provided, is guilty of a misdemeanor, and upon conviction thereof, Shall be punished by a fine not exceeding three hundred dollars, or by imprisonment not exceeding six Months or by both such fine and imprisonment. Each Day that a Violation continues constitutes a separate offense.
