8.24.320 - Development of procedure by city manager.

The city manager shall develop a procedure for environmental assessment of projects. Such procedure may be in the form of a questionnaire, a matrix, or other form, that shall be carried out by the city manager or any appropriate officials designated by him or her.

8.24.330 - Adoption of procedure by motion.

The city manager shall recommend to the city council the procedure for environmental assessment of projects. The adoption or revision of such procedures shall be by motion.

8.24.340 - Environmental assessment.

The city manager or appropriate staff member delegated by him or her shall make an environmental assessment for the following after the payment of the appropriate fee:

A. Any project which does not qualify for an exemption and which may require an environmental impact report under the Environmental Quality Act of 1970.

B. Any project which is submitted by the sponsor to a city for an environmental assessment prior to the submittal of the project to the city for governmental action.

8.24.350 - Data from sponsor.

The responsible official may require the sponsor of a project to provide all or a part of the base data on the project and its proposed environment necessary for an environment assessment of the project.

8.24.360 - Recommendation by responsible official.

If the responsible official finds that a project may have a significant effect on the environment, he or she shall record this recommendation in writing and, after the payment of the appropriate fee, cause an environmental impact report to be prepared for the project. If the responsible official finds that a project will not have a significant effect on the environment, he or she shall record this recommendation in writing and return the project to the appropriate city official or to the sponsor as the case may be.

8.24.370 - Finding by the decisionmaker.

If the responsible official recommends that a project does not have a significant effect on the environment, each decisionmaker for the project shall confirm or reject this recommendation and record his or her finding in writing. If a decisionmaker finds that the project may have a significant effect on the environment, he or she shall transmit the project to the responsible official for an environmental impact report.
