13.04.240 - Permit—Required.

No person, as principal, servant, agent or employee, shall dig, drill, bore or drive a well, whether the well is to be used for domestic, irrigation or other purposes, without having a valid unrevoked or unsuspended permit to do so from the health officer.

13.04.250 - Permit—Application—Form—Issuance When.

Every person proposing to dig, drill, bore or drive any water well, or rebore, deepen, cut new perforations in, or seal the aquifers of any existing well, shall before commencing the work, apply to the health officer for approval of the well site and method of installation and construction, and for a permit to do the work. Such application shall be on forms furnished by the health officer and shall contain such information as the health officer may require. If the application shows compliance with this chapter and other laws applicable to the proposed work, the health officer shall issue the permit.

13.04.260 - Permit—Expiration Date.

The permit shall expire on the one hundred twentieth (120th) calendar day after date of issuance if the work has not been started and reasonable progress toward completion is not maintained, except that the health officer may extend the expiration date of permit when delay is warranted.

13.04.270 - Repairs, Alterations and Additions.

The health officer may order such repairs, alterations, or additions to the existing source or system as will insure that the water furnished or supplied shall at all times be pure, wholesome, and potable and without danger to the livers or health of human beings.

13.04.280 - Site Requirements.

The site of every well shall be adequately drained and located a safe distance from sources of pollution or contamination, considering the character of the soil, location of the sources, slope of the ground, size and pumping rate of well and depth of water table or perforations.

13.0.290 - Surface Protection Construction.

Surface structures of a reinforced concrete slab or platform, backfilling and casing seal shall effectively protect the well from any source of surface contamination.

13.04.300 - Protection During Construction.

Adequate means shall be provided to protect the well from contamination during construction, reconstruction or alteration. Newly constructed or repaired wells, and necessary distribution systems, shall be adequately chlorinated following construction or repair work on the well or pump. Water from all new, existing, or reconstructed wells which may be for domestic consumption shall be tested and shall comply with the United States Public Health Service Drinking Water Standards before being used.

13.04.310 - Abandoned—Requirements.

To prevent contamination of ground waters and other dangers, every person wholly or partially responsible for abandoning a well or having entire or partial right of ownership or possession of the land or premises on which an abandoned well is situated shall thoroughly seal such well by the use of cement grout, puddled clay, or similar impervious material. Upon determination that a well is polluted or contaminated, and that reasonable efforts to clear the pollution of contamination have been unsuccessful, the health officer shall have the authority to enforce the permanent sealing as directed above, and to recover the necessary cost thereof from its owner or possessors. If abandonment is of a temporary nature, the well shall be properly capped or plugged.
