13.04.010 - Approved Water Supply.

"Approved water supply" means any water supply approved as safe, wholesome and potable by the health officer or the California Department of Public Health.

13.04.020 - Cross-Connection.

"Cross-connection" means any unprotected connection between any part of a water system used or intended to supply water for drinking purposes and any source or system containing water or other substance that is not or cannot be approved as safe, wholesome, and potable for human consumption.

13.04.030 - Customer System.

"Customer system" includes those parts of the facilities beyond the termination of the utility distribution system which are used in conveying utility delivered domestic water to points of use.

13.04.040 - Distribution System.

"Distribution system" includes the facilities and conduits used for the delivery of water from the source to the customer's system.

13.04.050 - Furnish or Supply.

"Furnish or supply" has its usual meaning, except that it does not include furnishing or supplying water to a user for domestic purposes where the user receives the water, by pipe or otherwise, directly from an open irrigation canal system but nevertheless it does include furnishing or supplying water for domestic purposes to from two (2) to one hundred and ninety-nine (199) places of human habitation (inclusive) connected by an integrated pipe system owned and operated by the supplier.

13.04.060 - Health Officer.

"Health officer," unless otherwise modified, means the health officer of Contra Costa County, acting as the health officer for the city, his medical deputies, his sanitarians, or his duly authorized representatives.

13.04.070 - Source Facilities.

"Source facilities" includes all components of the facilities used in the production, treatment, storage, and delivery of water to the distribution system.

13.04.080 - User.

"User" means any person using water for domestic purposes, except any person processing water or selling, serving, furnishing, or supplying water to the public in any manner.

13.04.090 - Utility System.

"Utility system" consists of the source facilities, treatment facilities and the distribution system, and shall include all other facilities of the water system under the complete control of the utility, up to the point where the customer's system begins.

"Water system" consists of the utility system and the customer system.

"Well" means any water well, public or private, including a dug, drilled, bored, or driven well.
