Chapter 16.072 — P/RC PARK/RESOURCE CONSERVATION DISTRICT

§ 16.072.000. Intent. ¶
A. The Parks/Resource Conservation (P/RC) District is intended to assure open space areas for uses such as public parks, outdoor recreation, cemetery uses, protection of natural habitat, preservation of cultural resources, management of groundwater resources, protection and conservation of mineral resources, and the protection of the public health and safety due to hazardous or special conditions.
B. No building, structure, or land shall be used, and no building or structure shall be erected, altered, or enlarged, in the P/RC District except in accordance with the provision of this chapter.

§ 16.072.010. Uses and development. ¶
Only the following uses and development shall be permitted as a matter of right in the P/RC District:
A. Parks and outdoor recreation facilities such as playgrounds, playing fields, and trails, open to the public and for which no admission fee is charged.
B. Community, senior and youth activity centers.
C. Cemetery uses.
D. Highway and freeway landscaping.
E. Water recharge facilities, settling basins, and drainage channels.
F. Natural habitat protection.
G. Preservation of architectural, historic, cultural and natural resources.
H. The growing of plants, provided no sales occur at the site.
I. Facilities for use by the public such as benches, picnic tables, shade structures, paved walkways, parking lots, fencing, restroom buildings, other minor buildings, and ancillary improvements such as lighting related to permitted uses.
J. Commercial antenna/wireless telecommunication facilities pursuant to Chapter 16.100 . (08-05; 12-01)
§ 16.072.020. Special uses and development permitted. ¶
The uses and development listed in Chapter 16.306 as permitted subject to issuance of a special use and development permit may be allowed in the P/RC District if determined to be consistent with the intent of this chapter and approved with a special use and development permit.

§ 16.072.030. Conditional uses and development permitted. ¶
The following uses may be permitted in the P/RC District only upon approval of a conditional use permit pursuant to Chapter 16.303 :
A. Minor structures that are not intended for use by the public on privately owned property.
B. Private recreational facilities where an admission or use fee is charged, or club membership is required. (08-05)
§ 16.072.040. Development standards. ¶
The following standards shall apply to all privately owned land and structures in the P/RC District:
A. Height. The maximum height of a building or structure is 30 feet unless otherwise permitted by this title. No building may exceed two stories. The maximum wall or fence height is eight feet.
B. Setbacks. Any building or structure with a height of more than eight feet shall be set back a minimum of 25 feet from any street and 10 feet from any interior lot abutting a residential district boundary.
C. Parking spaces for private uses shall be provided as required by the Planning Commission. An applicant may be required to submit a parking study to demonstrate the appropriate amount of parking for a proposed use of property. Parking areas shall be subject to the standards of Chapter 16.136 .
