Sec. 78-1. - County ordinances adopted by reference.

The provisions of title 12 of the Sacramento County Code, as amended to the date of adoption of this Citrus Heights Code, are hereby adopted by reference, provided that, to the extent that title 12 of the Sacramento County Code conflicts with any provision of the city's zoning ordinance, the city's zoning ordinance provision shall control.

Sec. 78-2. - Closing road.

If it appears necessary to the city council, its officers, or appropriate employees, to close any road or highway coming under its jurisdiction so as to permit proper completion of work which is being performed, the city council, its officers or appropriate employees may close, or cause to be closed, the whole or any portion of such road or highway deemed necessary to be excluded from public travel.

Sec. 78-3. - Erection of signs of road construction.

While any road or highway, or portion thereof, coming under the jurisdiction of the city is in process of construction or maintenance, the city council, its officers or appropriate employees or its contractor under authority from the city council or the appropriate officers or employees of the city council may erect or cause to be erected suitable barriers or obstructions thereon, may post or cause to be posted conspicuous notices to the effect that the road or highway or portion thereof is closed or directing the traffic, and may place or cause to be placed warning lights and lanterns on such road or highway or portion thereof.

Sec. 78-4. - Destruction of barriers, signs or lights warning of road construction.

When a road or highway is closed to the public or in process of construction or maintenance, as provided in sections 78-2 and 78-3, any person who willfully breaks down, removes, injures or destroys any such barriers or obstructions; tears down, removes or destroys any such notices; or extinguishes, removes, injures or destroys any such warning lights or lanterns so erected, posted or placed by the city council, its officers, its appropriate employees, or its authorized contractor shall be guilty of a misdemeanor.

Sec. 78-5. - Special gas tax street improvement fund.

(a) In accordance with Streets and Highways Code § 2113, there is hereby created in the city treasury a special fund to be known as the special gas tax street improvement fund.

(b) All monies received by the city from the state under the Streets and Highways Code for the acquisition of real property or interest therein for or for engineering or for the construction, maintenance or improvement of streets or highways by the city shall be paid into the fund.

(c) All monies in the fund shall be expended exclusively for the purposes authorized by and subject to Streets and Highways Code § 2100 et seq.
