12.20.010 - Definitions.¶
As used in this chapter, the following terms have the following meanings:
A. "City clerk" means the City Clerk of the City of Chino.
B. "Council" means the City Council of the City of Chino.
C. "Director of public works" means the Director of Public Works of the City of Chino.
D. "Service department" means the Service Department of the City of Chino. The service department through the manager of city services or his appointed agent shall have initial responsibility for implementation of this chapter.
E. "Street" means all public ways, alleys, lanes, courts and sidewalks, and those parts of public squares and places which form traveled parts of highways or any other public facility as defined in section 65002 of the Government Code.

12.20.020 - Assemblies—Permit required.¶
A. Any person desiring privileges to hold, conduct or gather for any picnic, celebration, parade or service, or to assemble for any purpose whatsoever in any public park shall first apply for and receive a permit in writing from the service department; provided, however, that if and when in the discretion of the service department the assembly is deemed to be of such a nature as to create a hazard or place in jeopardy such assembly or public welfare, the person applying for a permit to hold such an assembly shall arrange for adequate policing from the police department. A copy of the notice from the police department that arrangement for policing has been made shall be filed with the service department ten days before such permit shall be issued by the service department. In the event that adequate policing can not be provided, written notice of such decision shall be served on applicant within five days of receipt of application.
B. Any person denied a permit may immediately file written appeal with the city clerk. When such written notice of appeal is received, the city clerk shall thereupon forward the appeal to the city council at its next regular meeting, or to a designated agent of the city council empowered to call a special meeting, at which time the applicant and concerned agencies may present evidence. The city council action, after such hearing, shall be conclusive and final.

12.20.030 - Prohibited acts.¶
Every person who willfully within any public park commits any of the acts set out in this chapter as prohibited is guilty of a misdemeanor or an infraction, as specified.

12.20.031 - Alcoholic beverages, narcotics and dangerous drugs.¶
A. It is a misdemeanor to enter, be, or remain in any park while purchasing, selling, giving away, or consuming an alcoholic beverage, as defined in Subsection (b) of section 2 of the Alcoholic Beverage Control Act of the state.
B. It is an infraction to enter, be, or remain in any park while in possession of, or exercising control over, an open or uncovered container of an alcoholic beverage, as defined in Subsection (b) of section 2 of the Alcoholic Beverage Control Act of the state.
C. It is a misdemeanor to enter, be or remain in any park while in possession of, or exercising control over, transporting, purchasing, selling, giving away or consuming any narcotic or dangerous drug, as defined in Division X of the California Health and Safety Code.

12.20.032 - Firearms, fireworks, motorized airplanes, projectiles and dangerous objects.¶
A. To possess, carry, or discharge any firearms, firecrackers, rockets, explosives, air gun, bow and arrow, or slingshot, is prohibited.
B. To throw, project, or propel upon, along or across any park, public highway, or driveway within a park any motorized airplane, rocket projectile, or similar device capable of causing personal injury or damage to personal property is prohibited.

12.20.033 - Activities prohibited and restrictions upon sporting activities.¶
A. To play or engage in any hazardous or dangerous game, sport, or contest, except at such place as shall be especially set apart for that purpose is prohibited.
B. To swim, bathe, or pollute, or place any boat or any floating object in the water of any fountain, pond, lake, stream, or flood control channel unless specifically constructed and supervised for that purpose is prohibited.
C. To drive, hit, or putt any golf ball or similar object by use of a golf club or similar instrument in any city-owned park or upon any parkway or trail is prohibited.
D. To take part in a baseball or softball activity other than in designated ballfields is prohibited.
E. To make or kindle a fire for any purpose except at such places as are provided for such purpose is prohibited.
F. The provisions of this section may be waived for activities of a special recreational nature authorized and/or supervised by the community services, parks, and recreation department.

12.20.034 - Vandalism, littering and disturbing the peace.¶
A. To pick, dig, remove, destroy, injure, mutilate or cut any tree, plant, shrub, bloom or flower, or any portion thereof; or cut, break, deface or injure any building, monument, sign, fence, bench, equipment or property; or cut or remove any wood, turf, grass, soil, rock, sand, or gravel is prohibited.
B. To throw, discard, place, or dispose of any garbage or refuse in any place other than a garbage can or other receptacle maintained for that purpose is prohibited.
C. To disturb the peace and quiet by any undue, loud, or unusual noise is prohibited.

12.20.035 - Bicycles, vehicles and parking.¶
A. The riding of any bicycle, skateboard, or motorized vehicle other than on the roads or drives provided for such purpose is prohibited.
B. To drive or park any vehicle on turfed or planted area adjacent to roadways is prohibited.
C. To park, leave standing, or cause to be parked or left standing any vehicle in any place in a public park other than in areas designated as parking is prohibited.

12.20.036 - Animals.¶
A. To wilfully lead or let loose any animal or fowl within any public park is prohibited. Dogs or cats when led by a leash or chain not more than six feet long and under full control of its owner or custodian shall be permitted.
B. To permit any dog to defecate upon the public property in any city park is prohibited unless the person owning, keeping or having said animal in his/her custody or care immediately removes the feces and properly disposes of the wastes. Visually handicapped persons who use "seeing eye" guide dogs shall not be required to comply with the provisions of this section.
C. To lead, ride, or drive any horse, mule, or other hoofed animal in any city park, parkway, or biked trail except upon specifically designated equestrian trails is prohibited.

12.20.040 - Hours of operation.¶
Any person who remains in any city park between the hours of 10:00 p.m. and 6:00 a.m. of the following day, except for organized activities approved by the community services, parks, and recreation department, is guilty of a misdemeanor.

12.20.050 - Unlawful use of restrooms.¶
Any person who enters, uses, remains in or loiters around any room, place, or sanitary facility marked or designated for use by members of the opposite sex is guilty of a misdemeanor.

12.20.060 - Violation—Penalty.¶
Any person who fails, refuses or neglects to comply with any lawful order of a police officer or a code enforcement officer in the enforcement of any provisions of this chapter is guilty of a misdemeanor.
