13.20.210 - Responsibility.

Until solid waste, recyclables or organic materials have been picked up by a collector, each person shall be responsible for the cleanup of any and all solid waste, recyclables or organic materials which that person has generated, deposited, released, spilled, leaked, pumping, poured, emitted, emptied, discharged, injected, dumped, or disposed into the environment, including the abandonment of or discarding of barrels, containers and other closed receptacles, of solid or liquid waste of any kind whatsoever upon any property within the City, which has come to be located outside an authorized container for the collection of such solid waste, recyclables or organic materials, notwithstanding human or animal interference with bins or containers, wind or other natural forces, and whether during storage, collection, removal, or transfer. The franchisee shall be responsible for any solid waste, recyclables or organic materials spilled or otherwise released or discharged into the environment during its collection, removal, or transfer.
