§ 8210.1. Adoption of Building Code.¶
Except as hereinafter provided, Chapter 1, Division II through Chapter 35 and Appendices C, F, H, I, J, O, P and Q of the California Building Code, 2025 Edition (Part 2 of Title 24 of the California Code of Regulations), is hereby adopted by reference, and shall be known and may be cited as the Building Code of the City of Carson.
The administration of the Building Code shall be as set forth in Article 8 Chapter 1 of this Code.
In the event of any conflict between a provision of the California Building Code, 2025 Edition, or any amendment to the Building Code contained in the Carson Municipal Code, the provision contained in the latter listed document shall control.
Copies of the California Building Code, 2025 Edition, have been deposited in the office of the City Clerk of the City of Carson and shall be at all times maintained by the City Clerk for use and examination by the public.

§ 8210.2. Amendment to Building Code.¶
Notwithstanding the provisions of Carson Municipal Code Section 8210.1, the Building Code is amended by amending the following sections of the California Building Code 2025 Edition:
(a) Chapter 1 Division II of the California Building Code, Section 101.1 (Title), is amended in its entirety to read:
101.1 Title. These regulations shall be known as the Building Code of City of Carson, hereinafter referred as "this code".
(b) The following sections of Chapter 1 Division II of the California Building Code are deleted: 104.7, 105.2, 105.3.2, 105.5, 107.5, 109.3.
(c) Chapter 1 Division II of the California Building Code, Section 111 (Prohibited Uses of Building Site), is amended in its entirety to read:
111 Prohibited Uses of Building Sites
111.1 Fills Containing Decomposable or Methane-Producing Materials.
Building permits shall not be issued for any new building or enclosed structure, or for any addition or conversion creating habitable or occupiable space regulated by this Code, that is located within 1,000 feet (304.8 m) of any fill containing rubbish, decomposable material, or other methane-producing matter, unless the applicant submits a report and mitigation design prepared, signed, and stamped by a registered design professional, such as a licensed civil engineer or licensed petroleum engineer.
The report shall identify the site conditions, describe the investigation performed, and provide recommendations to prevent gas intrusion or the accumulation of explosive concentrations of decomposition or petroleum gases beneath or within the structure.
Permit issuance may proceed upon submitting the required documentation and certification by the registered design professional confirming that appropriate mitigation measures addressing decomposition or methane gas have been incorporated into the design. The design, installation, and inspection of all mitigation systems shall be the sole responsibility of the registered design professional or their designee, preparing such mitigation plans.
Exception: When approved, mitigation of decomposition or methane gas hazards shall not be required for additions to single-family dwellings not exceeding 500 square feet (37.2 m2) in gross floor area or for alterations that do not expand the enclosed area.
111.2 Methane Gas Hazards Near Oil or Gas Wells
Building permits shall not be issued for any new building or enclosed structure, or for any addition or conversion creating habitable or occupiable space regulated by this Code, that is located on, adjacent to, or within 300 feet (91.44 m) of active, abandoned, or idle oil or gas wells, unless the applicant submits a report prepared, signed, and stamped by a registered design professional, such as a licensed civil engineer or licensed petroleum engineer.
The report shall identify the condition and status of any wells within the vicinity of the project and provide mitigation recommendations necessary to address potential methane gas hazards.
Permit issuance may proceed upon submittal of the required documentation and certification by the registered design professional confirming that appropriate mitigation measures have been incorporated into the design. The design, installation, inspection of all mitigation systems shall be the sole responsibility of the registered design professional preparing such mitigation plans.
Exception: (1) When approved, mitigation of methane gas hazards shall not be required for additions or alterations to existing buildings located more than 200 feet (60.96m) from active, abandoned, or idle wells. (2) Grading permits may be issued when the proposed work is necessary to mitigate the methane gas hazard.
111.3 The building permit fee for structures required to have a methane gas control system by Section 111.1 and 111.2 shall be one hundred twenty-five (125) percent of the fees indicated in the fee schedule established by City Council Resolution.

§ 8220.1. Adoption of Residential Code.¶
Except as hereinafter provided, Chapter 1, Division II through Chapter 10, Chapter 44 and Appendices BB, BF, BI, BJ and CJ of the California Residential Code, 2025 Edition (Part 2.5 of Title 24 of the California Code of Regulations), is hereby adopted by reference, and shall be known and may be cited as the Residential Code of the City of Carson.
The administration of the California Residential Code shall be as set forth in Article 8 Chapter 1 of this Code.
In the event of any conflict between a provision of the California Residential Code, 2025 Edition, or any amendment to the Residential Code contained in the Carson Municipal Code, the provision contained in the latter listed document shall control.
Copies of the California Residential Code, 2025 Edition, have been deposited in the office of the City Clerk of the City of Carson and shall be at all times maintained by the City Clerk for use and examination by the public.

§ 8220.2. Amendment to Residential Code.¶
Notwithstanding the provisions of Carson Municipal Code Section 8220.1, the Residential Code is amended by amending the following sections of the California Residential Code 2025 Edition:
Section R301.1.3.2 is amended in its entirety to read:
R301.1.3.2 Wood Frame Structures. The Building Official shall require construction documents to be approved and stamped by a California licensed architect or engineer for all dwellings of wood frame construction more than two stories and basement in height located in Seismic Design Category A, B, or C. Notwithstanding other sections of law, the law establishing these provisions is found in Business and Professions Code Sections 5537 and 6737.1.
The Building Official shall require construction documents to be approved and stamped by a licensed California architect or engineer for all dwellings of wood frame construction more than one story in height or with a basement located in Seismic Design Category D0, D1, or D2 or E.

§ 8230. Adoption of Electrical Code.¶
Article 89, Article 90, Chapters 1 through 9, and Annexes A, B, C, D, E, F, G, I, and J of the California Electrical Code, 2025 Edition (Part 3 of Title 24 of the California Code of Regulations), is hereby adopted by reference, and shall be known and may be cited as the Electrical Code of the City of Carson.
The administration of the Electrical Code shall be as set forth in Article 8 Chapter 1 of this Code.
Copies of the California Electrical Code, 2025 Edition, have been deposited in the office of the City Clerk of the City of Carson and shall be at all times maintained by the City Clerk for use and examination by the public.

§ 8240. Adoption of Mechanical Code.¶
Chapter 1, Division II through Chapter 17 and Appendices B, C, and D of the California Mechanical Code, 2025 Edition (Part 4 of Title 24 of the California Code of Regulations), is hereby adopted by reference, and shall be known and may be cited as the Mechanical Code of the City of Carson.
The administration of the Mechanical Code shall be as set forth in Article 8 Chapter 1 of this Code.
Copies of the California Mechanical Code, 2025 Edition, have been deposited in the office of the City Clerk of the City of Carson and shall be at all times maintained by the City Clerk for use and examination by the public.

§ 8250. Adoption of Plumbing Code.¶
Chapter 1, Division II through Chapter 17 and Appendices A, B, D, H, I, and J of the California Plumbing Code, 2025 Edition (Part 5 of Title 24 of the California Code of Regulations), is hereby adopted by reference, and shall be known and may be cited as the Plumbing Code of the City of Carson.
The administration of the Plumbing Code shall be as set forth in Article 8 Chapter 1 of this Code.
Copies of the California Plumbing Code, 2025 Edition, have been deposited in the office of the City Clerk of the City of Carson and shall be at all times maintained by the City Clerk for use and examination by the public.

§ 8260. Adoption of Energy Code.¶
California Energy Code, 2025 Edition (Part 6 of Title 24 of the California Code of Regulations), is hereby adopted by reference, and shall be known and may be cited as the Energy Code of the City of Carson.
Copies of the California Energy Code, 2025 Edition, have been deposited in the office of the City Clerk of the City of Carson and shall be at all times maintained by the City Clerk for use and examination by the public.

§ 8270. Adoption of Historical Building Code.¶
California Historical Building Code, 2025 Edition (Part 8 of Title 24 of the California Code of Regulations), is hereby adopted by reference, and shall be known and may be cited as the Historical Building Code of the City of Carson.
Copies of the California Historical Building Code, 2025 Edition, have been deposited in the office of the City Clerk of the City of Carson and shall be at all times maintained by the City Clerk for use and examination by the public.

§ 8280. Adoption of Existing Building Code.¶
California Existing Building Code, 2025 Edition (Part 10 of Title 24 of the California Code of Regulations), is hereby adopted by reference, and shall be known and may be cited as the Existing Building Code of the City of Carson.
Copies of the California Existing Building Code, 2025 Edition, have been deposited in the office of the City Clerk of the City of Carson and shall be at all times maintained by the City Clerk for use and examination by the public.

§ 8290. Adoption of Green Building Standards Code.¶
California Green Building Standards Code, 2025 Edition (Part 11 of Title 24 of the California Code of Regulations), is hereby adopted by reference, and shall be known and may be cited as the Green Building Standards Code of the City of Carson.
Copies of the California Green Building Standards Code, 2025 Edition, have been deposited in the office of the City Clerk of the City of Carson and shall be at all times maintained by the City Clerk for use and examination by the public.

§ 8295. Violations and Penalties.¶
(a) Compliance with Code. No person, firm, or corporation shall erect, construct, enlarge, alter, repair, move, improve, remove, convert, demolish, equip, use, occupy, or maintain any building, structure, or perform any grading within the City of Carson, or cause the same to be done, in a manner that conflicts with or violates any provision of the codes adopted by reference or incorporated into this Chapter.
(b) Penalty. Any violation of any of the provisions of this Chapter shall be punishable as provided in Chapters 2 and 2.5 of Article 1 of the Carson Municipal Code.
