§ 2793. Department of Public Works.¶
There is hereby created and established a Department of Public Works. The Department of Public Works shall be composed of an Engineering Division and a Street Maintenance Division; consisting of such personnel as may be authorized by the City Council.

§ 2794. Director of Public Works.¶
The Department of Public Works shall be headed by a Director of Public Works who shall be appointed by the City Administrator with the approval of the City Council.

§ 2795. Duties of the Director of Public Works.¶
The Director of Public Works shall be responsible to the City Administrator and shall perform the following duties:
a. Be the administrative head of the Department of Public Works and have direct charge of all City personnel assigned to the Department of Public Works.
b. Advise and assist the City Council, City Administrator, and other City departments or commissions on all matters relating to Public Works.
c. Keep current the City's Master Plan of Highways and Select System of Streets.
d. Act as the Superintendent of Streets as provided in the Streets and Highways Code unless another person is appointed by the City Council as the Superintendent of Streets for a particular project or duty.
e. Administer and cause to be enforced the Streets and Highways Code, Highway Permit and Traffic Ordinances, City Ordinances, including all State and Federal laws relating to Public Works.
f. Investigate and make recommendations to the City Council, City Administrator, and other City departments or commissions when warranted or directed.
g. Administer and certify to the usage and expenditures of Federal and State Gas Tax Funds received by the City.
h. Perform such other duties as may from time to time be assigned by the City Administrator.

Article K.. Department Of Personnel
§ 2797.1. Department of Human Resources Established.¶
There is hereby created and established a Department of Human Resources which shall consist of a Director of Human Resources and such other personnel as may be authorized by the City Council. All references in the Carson Municipal Code and in the ordinances, resolutions, polices, procedures, contracts, agreements, and other official promulgations of the City of Carson to the 'Department of Personnel', or the 'Director of Personnel' or 'Personnel Manager', shall be deemed to be references to the 'Department of Human Resources' or the 'Director of Human Resources', respectively, upon and after the effective date of this Section.

§ 2797.2. Director of Personnel.¶
The Department of Personnel shall be headed by a Director of Personnel who shall be appointed by the City Administrator with the approval of the City Council.

§ 2797.3. Duties of the Director of Personnel.¶
The Director of Personnel shall be responsible to the City Administrator and shall perform the following duties.
a. Serve as the administrative head of the Department of Personnel and have direct charge of all City personnel assigned to the Department of Personnel.
b. Advise and assist the City Council, City Administrator, and other City departments, commissions and committees on all matters relating to Personnel.
c. Administer the provisions of the Personnel System and of the Personnel Rules not specifically reserved to the City Council or City Administrator.
d. Prepare and recommend, after consultation with Department Directors, a position classification plan, including position specifications, a compensation plan and Personnel Rules which shall become effective upon approval by the City Council.
e. Administer procedures for recruitment and selection of City employees, including notice of open positions, conducting and grading of tests and preparation of lists of persons eligible for appointment to positions in the City service.
f. Assist in developing criteria and parameters to be used in negotiations with recognized employee organizations. Assist in representing the City in such negotiations.
g. Process employee grievances and appeals in accordance with Personnel Rules and the City's standard management procedures.
h. Develop, recommend and publish procedures relating to the administration of personnel policies and programs.
i. Maintain centralized personnel records relating to City employees.
j. Perform such other duties as may, from time to time, be assigned by the City Administrator.
