§ 2720. Finance Division.

There is hereby created and established a Finance Division. The Finance Division shall be composed of the following Sections which shall consist of such personnel as may be authorized by the City Council:

(a) Accounting Section.

(b) Purchasing and Central Services Section.

(c) Business License Section.

§ 2721. Director of Finance.

The Division of Finance shall be headed by a Director of Finance who shall be appointed by the City Manager with approval of the City Council.

§ 2722. Transfer of Duties of City Clerk to the Director of Finance.

a. The powers and duties imposed upon the City Clerk by Article 1 of Chapter 4, Part 2, Division 3, Title 4 of the Government Code of the State are hereby transferred to the Director of Finance in accordance with Section 37209 of the Government Code.

b. The financial and accounting powers and duties imposed upon the City Clerk by Sections 40802 through 40805 of the Government Code of the State are hereby transferred to the Director of Finance, as authorized by Section 40805.5 of said Code.

§ 2723. Duties of the Director of Finance.

The Director of Finance shall be responsible to the City Manager and shall perform the following duties in addition to those provided for in CMC § 2722.

(a) Serve as the administrative head of the Division of Finance and have direct charge of all City personnel assigned to the Department of Finance.

(b) Advise and assist the City Council, City Manager, City Groups and City Commissions on all matters relating to finance.

(c) Plan, organize, staff, direct and control all functions, operations, programs and responsibilities of the Division of Finance including, but not limited to, the following:

(1) Accounting and Financial Management Responsibilities.

(i) Administration of financial affairs of the City.

(ii) Maintain a general accounting system and records which will accurately reflect the City financial transactions, and prepare financial statements and performance reports which will clearly show the financial condition of the City including revenue, expenses and capital assets.

(iii) Preparation of the City register of demands, payment warrants and vouchers and the City payroll.

(iv) Audit and approve before payment all bills, invoices, payrolls, demands and charges against the City.

(v) Assure the maintenance of inventory records of City stocks, surpluses and capital assets, and assure that an annual inventory is accomplished for all stock and supplies.

(2) Purchasing and Central Services Responsibilities.

(i) Provide centralized purchasing of materials and services for all City groups, divisions, sections, and programs in accordance with Article 2, Chapter 6, Purchasing System.

(ii) Establish and direct printing and reproduction services, communications and mail service.

(iii) Establish and administer City-wide supplies and materials warehousing and inventory procedures and facilities.

(iv) Establish and administer records management procedures and facilities.

(3) License and Franchising Responsibilities.

(i) Enforce and administer the City business and franchise regulations and ordinances including collection and accountability for license and franchise fees collected.

(ii) Serve as and perform the duties of the tax collector as provided in the business license ordinance.

(4) Perform other duties as may be required by other ordinances and resolutions governing fiscal administration and exercise such powers as are necessarily incident to the above duties and powers or as may be assigned to the Director from time to time by the City Manager.

§ 2724. Director of Finance – Bond.

The Director of Finance shall execute a bond to the City similar to the financial bond of public officers, in conformity with the provisions of the Government Code of the State and Section 36518 thereof.
