16.32.010 - Water connection provision required.

Any subdivision map or parcel map filing shall be required to make provisions to connect the lots to domestic water service provided by the Carpinteria Water District.

16.32.020 - Certain sewer systems prohibited.

Service to lots by individual sewage system, septic tanks, cesspools or drywells in any subdivision for which a tentative map is required to be filed shall be prohibited. In all such cases, sewage disposal shall be by the Carpinteria Sanitary District.

16.32.030 - Land division sewer service requirements.

For any division of land for which a parcel map may be filed pursuant to this title, every lot or parcel created thereby shall be required to apply for annexation to the Carpinteria Sanitary District if not already a part thereof and provide for service from such district.

16.32.040 - Soil report requirements.

A. A preliminary soils report, prepared by a civil engineer registered in this state and based upon adequate test borings shall be submitted to the city engineer for every parcel map or tentative subdivision map.

B. A preliminary soils report may be waived by the city engineer providing the city engineer finds that due to the knowledge the city has as to the soils and qualities of the soils in the subdivision, no preliminary analysis is necessary.

C. If the city has knowledge of, or the preliminary soils report indicates, the presence of critically expansive soils or other soils problems which, if not corrected, would lead to structural defects, a soils investigation of each lot in the subdivision may be required by the city engineer. Such soils investigation shall be done by a civil engineer registered in this state, who shall recommend the corrective action which is likely to prevent structural damage to each structure proposed to be constructed in the area where such soils problems exist.

D. The advisory agency or city council may approve the subdivision or portion thereof where such soils problems exist if it determines that the recommended action is likely to prevent structural damage to each structure to be constructed and a condition to the issuance of any building permit may require that the approved recommended action be incorporated in the construction of each structure.
