Sec. 3-2.3.101. - General.¶
(a) The Council shall establish fees sufficient to recover the cost of operating and maintaining service. The fees shall not exceed the reasonable cost of the service.
(b) The Council shall establish charges sufficient to recover the cost of constructing capital improvements requested by customers.
Sec. 3-2.3.102. - Procedure.¶
The Council shall conduct at least one public meeting and one public hearing prior to adopting or increasing a fee, other than a fee for water service. Notice of the meeting shall be provided as required by law.
Sec. 3-2.3.103. - Annual Review.¶
At least annually, the Council shall review the rates, fees and charges for service. Adoption of the annual budget, with rate assumptions included therein, may constitute such review.
