Sec. 2-3.101. - Scope.¶
This chapter deals with management officials of the City.

Sec. 2-3.102. - Role.¶
The management of the City is delegated to the officers described in this chapter. Officers are responsible for carrying out the policies established by the Council, and recommending changes in policy as appropriate. Officers do not make policy.

Sec. 2-3.103. - Personnel Rules.¶
(a) Persons holding the following offices or positions are at-will management employees and not subject to the Personnel Rules affecting other employees: City Manager, Chief of Police, Fire Chief, Finance Director, City Engineer, City Attorney, City Clerk, Public Works Director, and any other departmental directors of the City as such positions exist at the time of the enactment of these regulations or as may exist pursuant to Council action in the future.
(b) Persons holding the following offices or positions occupy "exempt positions" within the meaning of the Fair Labor Standards Act:
(1) Administrative: City Manager, Chief of Police, Fire Chief, Finance Director, City Clerk, Human Resources Specialist, Parks and Recreation Supervisor, Accounting Manager, Housing Manager, and Airport Manager.
(2) Professional: City Engineer, City Attorney, Finance Director, and Public Works Director.
(c) Persons holding the following offices or positions occupy "confidential positions": City Manager, Chief of Police, Fire Chief, Finance Director, Public Works Director, City Clerk, City Attorney, Administrative Clerk to City Manager, and Human Resources Specialist. "Confidential employee" means an employee privy to the decisions of management affecting employee relations.
