12.02.150 - Road standards application.¶
A. All new on-site and off-site roads shall be constructed to standards contained in this article. A road's service classification, category and type shall determine the standard to be used when constructing that road. Table I of Section 12.02.150 is an index to the road templates. The templates designated in Table I and Sections 12.02.160 and 12.02.170 refer to Templates A-R in Section 12.02.390.
B. Road Type. There shall be two types of roads, public and private, as follows:
If a road is to be offered for dedication to public use, it shall be constructed to public road standards.
All roads not offered for dedication for public use shall be constructed to private roads standards.
C. Road Category. There shall be two categories of roads, regional and community, as follows:
Regional road standards shall apply to roads not located in community centers, community plan areas, residential centers, special plan areas and specific plan areas.
Community road standards shall apply to roads located in community centers, community plan areas, residential centers, special plan areas and specific plan areas.
D. Service Classification.
In regional areas, roads shall be classified as major collectors, minor collectors, local, cul-de-sac, minimum service roads and emergency access roads.
In community areas, roads shall be classified as through, connector, residential, commercial, industrial, cul-de-sac, minimum service roads and emergency access roads.
Major collectors, minor collectors, through roads and connector roads are identified in the general plan as to classification, route alignment and number of lanes.
Commercial and industrial road are defined as roads serving commercial and industrial properties, respectively.
Residential, local, cul-de-sac, minimum service and emergency access roads are defined in Section 12.02.040 of this chapter.
Actual location and length of transition sections between major and minor collectors and through and connector roads, into and out of community lands, will be determined on a case-by-case basis by the director or as indicated by the general plan.

12.02.160 - Public roads (FIRE).¶
The following minimum standards shall apply to new public roads:

12.02.180 - Surface materials (FIRE).¶
A. The following minimum road surface material requirements shall be applicable for all roads set forth in this chapter.

B. Structural sections for all asphalt surfaced roads required by this chapter shall be designed in accordance with the Highway Design Manual for the minimum traffic indexes set forth above and "R" value test data provided by an approved soils testing laboratory.
C. Community Area Curb, Gutter and Sidewalk Requirements.
Sidewalks, curbs, and gutters are required on all community roads where minimum residential lot size is twenty thousand square feet or less as indicated in Table III of Section 12.02.160 and Table V of Section 12.02.170. Alternate pathway systems and engineered drainage may be allowed in place of sidewalks and curbs and gutters on a case-by-case basis as approved by the director.
Sidewalks, curbs, and gutters are required for all commercial developments in community centers, community plan areas, and specific plan areas as indicated in Table II of Section 12.02.160 and Table IV of Section 12.02.170.
Sidewalks, curbs, and gutters in industrial developments may be required on a case-by-case basis by the director.

12.02.190 - General design standards.¶
A. The design standards provide the minimum standards for the design, construction and alterations for all streets, roadways, drainage, utility placement, and all appurtenances thereto. The design standards shall consist of the applicable provisions in the Highway Design Manual, the standard plans and this chapter.
B. The director, at his discretion, may approve or require modifications to the minimum standards for a particular development whenever it appears necessary, reasonable and proper. Modifications will not be allowed unless the request is accompanied by written justification and certification by a licensed engineer that traffic safety is not compromised.
C. The director shall be the final authority on all questions which may arise as to the interpretation of the design standards. The director's decision shall be final and he shall have authority to enforce and make effective such decisions. Appeals of the director's decisions may be made pursuant to Chapter 17.98 of this code.

12.02.200 - Geometric design (FIRE).¶
A. Vertical Curves. Length of vertical curves shall be determined from the Highway Design Manual, employing the graphs and calculations therein for safe stopping distance. The minimum length of vertical curve shall be one hundred feet unless approved by the director. At elevations of three thousand feet and greater, intersection approaches shall accommodate two cars on a road grade of five percent or less.
B. Horizontal Curves. Radii and lengths of horizontal curves shall be determined from Chapter 200 of the Highway Design Manual. Curves shall have a radius of not less than one hundred feet, and all switchback areas shall have a road grade not exceeding five percent. All horizontal curve radii shall meet the requirements for superelevation and design speed on major and minor collector roads. Private collectors, locals, residential and commercial/industrial roads shall have superelevation as determined by the engineer. Superelevation is not required in community areas.
C. Superelevation. The rate of superelevation shall be a maximum of four one-hundredths (0.04) feet per foot above the three thousand foot elevation and six one-hundredths (0.06) feet per foot at the three thousand foot elevation or below.
D. Crown. The rate of crown for all roads shall be two one-hundredths (0.02) feet per foot, with the exception of gravel and earth roads, which shall have a crown of three one-hundredths (0.03) feet per foot.
E. Fill and Cut Slope Ratio. Fill slopes shall not be steeper than 1.5:1 and cut slopes not steeper than one to one (1:1). When supported by laboratory tests, cut and fill slopes shall be subject to the approval of the director. Flatter fill slopes may be required and steeper cut slopes may be allowed when soil conditions warrant.
F. Structural Section. Designing of structural sections shall be in accordance with Section 600 of the Design Manual with a safety factor of 0.00. Traffic index (TI) shall be as set forth in this chapter. The director may require greater TI's for collector roads when special circumstances exist. R-value tests of subgrade shall be performed by an approved laboratory.
G. Ditch Side Slope Ratio. All ditch side slopes from roadway shoulder to bottom of the ditch shall be three to one (3:1) or flatter.
H. Ditch Depth. Off-road ditch sections shall be calculated from hydraulic data prepared by an engineer and have a minimum of one foot depth.
I. Width of Base Application. Base material for undivided paved roads shall be applied to the full width required in Section 12.02.150 of this chapter.
J. All Paved Typical Road Sections. All paved typical road sections shall be allowed on all roads in lieu of the typical road sections set forth in this chapter. The location, limits and transitions into and out of all paved road sections shall be set forth on the improvement plans. All paved typical road sections shall be as set forth in the standard details. Storm drainage systems shall be designed compatible with an all-paved section.
K. Widths of Right-of-Way.
Sufficient width of right-of-way shall be provided to contain the template. For all public roads without curb and gutters, the minimum right-of-way shall be five feet beyond the catch points (top of cut, toe of fill).
When reduced rights-of-way are proposed and approved, such approvals may preclude, inhibit or reduce the potential for further subdivision or long-range development of parcels deriving access from the road. Long-range development plans should be considered when requesting a reduction in right-of-way width.
L. Road Grades.
The minimum profile road grade for all roads shall be one percent. On paved roads with curb and gutter, the profile grade may be reduced to one-half percent.
The maximum road grade for all roads shall be shown in accordance with Sections 12.02.150 through 12.02.170 of this chapter.
M. Sidewalks shall be four and one-half feet wide in residential areas, five and one-half feet wide in industrial areas and seven and one-half feet wide in commercial areas. Sidewalks shall be constructed of Class B concrete, unless otherwise approved by the director. When permitted by the commission or an applicable community, special or specific plan, pedestrian pathways may be substituted for sidewalks.

12.02.210 - Drainage.¶
A. All drainage facilities shall be designed to conform to Chapter 800 of the Highway Design Manual. Drainage improvements shall control the flow of surface water on and across a road in accordance with accepted engineering practices. The facilities for roadway drainage consists of ditches, curbs and gutters and the road surface. The project proponent may propose alternate methods of drainage control, which, upon approval of the director, may be substituted for curbs and gutters. Above the three thousand foot elevation, alternate methods are preferred to raised curbs.
B. Curb, Gutter Design. The design of curbs and gutters and necessary storm drains shall be in accordance with the Highway Design Manual; the need for such improvements shall be determined on an individual basis to meet drainage requirements in and through the project. Roll curb may be used on community roads where approved by the director.
C. Culvert Design. The minimum diameter for culvert pipes crossing roads shall be eighteen inches. The minimum diameter for a private driveway (side drain) culvert shall be twelve inches. A basis for culvert design shall be design flood, employing the rule:
That a culvert pass a ten-year flood without static head above the crown of culvert at its entrance;
That culverts and appurtenances shall be designed to pass the one-hundred-year flood without overtopping.
D. Site Drainage and Off-Site Drainage. An engineering design for on-site and off-site drainage shall be submitted with improvement plans. Energy dissipators and other drainage control devices shall be employed as needed to prevent scour in swales and intermittent drainage channels. Detention ponds may be constructed to prevent downstream flooding.
E. Closed Storm Drain Design. Improvement projects and subdivisions shall be protected from inundation, flood hazard, sheet overflow and ponding of local storm water, springs and other surface waters. The design of improvements shall be such that water accumulating within the project will be carried away from the project without injury to any adjacent improvements, residential sites or residences to be constructed on sites within the project, or to adjoining areas. Water accumulating within the project shall be carried to storm drainage facilities or to a natural watercourse by closed circuit or as allowed by this section to meet the design standards herein set forth. Drainage design within the project shall accommodate anticipated future development within the drainage area. Any off-site drainage facilities required to carry storm water from the proposed project to a defined channel or existing conduit shall be made adequate for ultimate development of the drainage area. The diversion of natural drainage will be allowed only within the limits of the proposed improvement. All natural drainage must enter and leave the improved area at its original horizontal and vertical alignment unless an agreement, approved by the director, has been executed with the adjoining property owners.
F. Bridge and Box Culvert Design. Bridges shall be designed in conformance with Caltrans Highway Design Manual Chapter 800 and shall pass the one-hundred-year flow with a minimum of two feet freeboard. Concrete box culverts shall be designed to pass the one-hundred-year flood without overtopping of the roadway. Complete plans and design calculations for bridges and culverts shall be included in the improvement plans. Bridges shall be designed for legal highway loadings. Maximum legal highway loadings shall be used on all major collectors and through roads.

12.02.220 - Erosion control.¶
An erosion control plan is required and must be approved by the director. This requirement may be waived by the director.

12.02.230 - Cul-de-sac (FIRE).¶
A. All cul-de-sacs shall meet the following requirements:
A surface diameter of eighty feet;
An eighty-four-foot diameter roadbed;
A one-hundred-foot diameter right-of-way;
Maximum cumulative length shall not exceed:

B. Intermediate turnarounds shall be required at one thousand three hundred twenty foot intervals when a cul-de-sac exceeds that length.
C. A hammer-head turnaround may be permitted by the director in lieu of a cul-de-sac with concurrence of the responsible fire protection agency. Hammer-head turnarounds shall be constructed in accordance with the county standard detail.

12.02.240 - Street names.¶
All roads and streets shall be named on the final or parcel map subject to the approval of the building department. Proposed names shall not duplicate or too closely approximate, phonetically, the names of any other road in the county. When roads are a continuation of existing roads, the existing road name shall be used.

12.02.250 - Signs and striping.¶
A. All roads shall be properly signed and striped. Signing and striping limits shall be set forth in improvement plans.
B. (FIRE). Road name signs shall be placed at each intersection, visible from both directions of vehicular travel. Road name signs shall be a minimum of four inches letter height, three-eighths-inch stroke, reflectorized and shall be placed on a contrasting background.
C. Traffic control devices and signs of approved design shall be placed as delineated in the improvement plans. The need for such signs shall be determined on an individual basis in accordance with the latest edition of the traffic manual, or as determined by the director.
D. Signs signifying roads which are not in the county-maintained road system shall be installed at intersections with roads in the maintained system. Such signs shall read "NOT A COUNTY-MAINTAINED ROAD" and shall be a minimum eighteen-inch by twenty-four-inch rectangular, standard black on white regulatory sign unless otherwise specified in the standard details.
E. Other warning signs may be required by the director based on specific project design features.

12.02.260 - Intersections.¶
A. All roads shall intersect at right angles (ninety degrees) and shall have at least fifty feet of tangent adjacent to the intersection. Where conditions of terrain dictate, the intersection angle may be reduced, to not less than sixty degrees with approval of the director.
B. Any two roads entering upon a given road from opposite directions shall have a common centerline; otherwise the point of intersection shall be separated by a minimum of one hundred fifty feet if the intersected street is a local road, three hundred feet if the intersected street is a minor collector road and five hundred feet if the intersected street is a major collector road.
C. Intersection design shall be in accordance with the standard details adopted by the board of supervisors.
D. At the intersections with state highways, a state encroachment permit shall be required and state requirements shall be satisfied.
E. Driveway encroachments shall be located no closer than twenty feet from intersection returns on local and residential public roads and all private roads. On all other roads it shall be no closer than one hundred feet unless approved by the director.
