§ 5.60.150. Vehicle approval—Vehicle standards.

A. Vehicle Standards. As part of the owner's permit application, the owner shall provide information regarding each vehicle to be used in the city. The information shall be provided on a form provided by the city, and shall include:

  1. A copy of the state vehicle registration under owner's name, license plate number and corresponding vehicle identification number of each vehicle;

  2. Make, model or type, year of manufacture and passenger-seating capacity of each vehicle;

  3. Taximeter with current weights and measures seal intact to be installed in each taxicab;

  4. Valid inspection certificate issued by the Contra Costa County, division of agriculture/weights and measures, stating the name and model number of the taximeter and the vehicle number for which it is assigned;

  5. Valid "certificate of safety" vehicle inspection certificate from an auto repair facility with a valid license from the State Bureau of Automotive Repair;

  6. Certificate of insurance from the insurance carrier verifying the coverage required in Section 5.60.070(B) of this chapter for each vehicle;

  7. Proposed color, lettering and insignia to appear on each vehicle.

B. Vehicle Approval. As part of the issuance of an owner's permit is the approval for the specific vehicles listed, and the color, markings and lettering on that vehicle. No other vehicles may be used in the city without prior approval of the police department.

§ 5.60.160. Equipment.

A. Equipment. Each taxicab must have the following equipment:

  1. A trunk device which will permit the opening of the trunk lid from the inside of the trunk;

  2. A permanent fixture to display the taxicab driver's permit in prominent view of the passengers;

  3. A prominent sign within the passenger area of each taxicab informing passengers to call the city's police department, at a telephone number to be provided on the permit application, with comments or complaints about the service provided;

  4. No fewer than four working doors, except that a handicapped accessible mini-van may be used;

  5. A current fire extinguisher;

  6. Four flares;

  7. At least two emergency reflectors;

  8. Spare tire and jack;

  9. Windows which patrons can open from the inside;

  10. Working headlights, taillights, turn-signals, back-up lights, and brake lights;

  11. A light of not less than two candlepower within the vehicle, so arranged as to illuminate the entire passenger compartment. The light shall be kept constantly lighted at all times while any passengers are being loaded into or unloaded from the vehicle during dusk or night hours;

  12. All safety belts in good working order.

B. Additional Equipment. In addition, every taxicab must have the following working equipment:

  1. A taximeter, as defined in Section 5.60.020 of this chapter;

  2. A two-way radio and a mobile display terminal capable of communication with a dispatcher.

§ 5.60.170. Maintenance and inspection.

A. Vehicle Inspection and Annual Reinspection. A vehicle to be used under an owner's permit in the city must first be inspected by an auto repair facility with a valid license from the State Bureau of Automotive Repairs, to assure that the vehicle and its equipment comply with this chapter. A vehicle found to be unsafe or unsuitable for service will not be approved and may be taken out of service.

An annual reinspection is required at the time of renewal of the owner's permit.

B. City Right to Inspect at Any Time. Any city police officer has the right to inspect a vehicle at any time to ascertain whether it complies with this chapter. The last inspection form, a current commercial vehicle registration, a copy of the current division of agriculture/weights and measures certificate certifying the taximeter, and a copy of the current insurance policy shall be carried in the vehicle at all times and shall be made readily available to the city representative in the course of the inspection.

C. Taximeters. No taxicab may be operated in the city unless such taxicab is equipped with a taximeter in good operating condition At the time of permitting, and annually thereafter, the business owner shall provide a valid taximeter inspection certificate issued by the Contra Costa County division of agriculture/weights and measures. It is unlawful to manipulate or cause to be manipulated the taximeter so as to cause a registration to be made of more time or greater distance than the correct amount of time and distance for the particular trip. Every driver shall, if requested, give a correct receipt upon payment of the correct fare.

D. Cleanliness. The interior of each taxicab shall be thoroughly cleaned at least once each twenty-four hours.

E. Costs. The cost of the inspections or certifications shall be paid by the vehicle owner.
