3.08.010 - General.¶
The provisions of this chapter recognize that the general claim procedures applicable to the city are governed by the provisions of Chapters 1 and 2 of Part 3 of Division 3.6 of Title 1 of the California Government Code, commencing with Section 900.

3.08.020 - Delegation of authority to settle certain claims and pending actions.¶
A. The city council authorizes the human resources/risk manager or his/her designee to review all claims for sufficiency and to reject any and all claims.
B. The city council authorizes the human resources/risk manager to allow, compromise or settle claims, including workers' compensation claims, where the amount to be paid pursuant to an allowance, compromise or settlement does not exceed fifteen thousand dollars, subject to the concurrence of the city's legal counsel. Upon approval by the human resources/risk manager, the director of finance shall cause a warrant to be issued upon the treasury of the city in the amount for which a claim has been allowed, compromised or settled.
C. The city council delegates authority to the city manager to allow, compromise or settle claims, including workers' compensation claims, and pending actions where the amount to be paid pursuant to an allowance, compromise or settlement does not exceed fifty thousand dollars, subject to the concurrence of the city's legal counsel. The city manager may delegate authority of up to five thousand dollars to the city's designated claims administrator to settle third party liability claims against the city. Upon approval by the city manager or his/her designee, the director of finance shall cause a warrant to be issued upon the treasury of the city in the amount for which a claim or pending action has been allowed, compromised or settled.
