13.12.010 - Connection fee.¶
A fee of fifty dollars shall be charged by the city for connection to the city sewers, payable when the permit is issued.

13.12.020 - House sewers.¶
A. All house sewers constructed after the effective date of the ordinance codified in this section shall be of cast-iron pipe or vitrified earthenware sewer pipe, not less than four inches in diameter.
B. In the construction after the effective date of the ordinance codified in this section of sewers which extend from one building underneath another, cast-iron pipe shall be used.
C. Whenever a house sewer is connected to a main or lateral street sewer, a suitable reducer must be used to connect to the Y.
D. The joints of each and every section of vitrified pipe shall be made with oakum and a copper antiroot ring, and the joint shall be grouted with a mixture of two-thirds sand and one-third portland cement. The line shall be provided with a test tee at the main sewer, and the pipe shall be subjected to a full-line water test for four pounds. Cast-iron pipe shall be calked with lead and oakum, and subjected to the water test described in this subsection. Each and every joint, whether of vitrified or cast-iron pipe, shall be thoroughly cleaned with a scraper from the inside before the next joint is laid.
E. All sewer lines shall be laid on a perfect line on the bottom and side, with a fall of not less than one-quarter inch to the foot, toward the cesspool or sewer.
F. The pipe must be perfectly watertight, and it shall not be covered or concealed until it has been approved by the plumbing inspector. All backfilling of ditches shall be done in a satisfactory manner.
G. Sections of vitrified pipe between sections of cast-iron pipe, or the reverse, will not be allowed.
H. More than one building on each fifty-foot frontage may be connected into one sewer, provided the work can be done in an approved way, and provided the fifty-foot frontage is owned by one individual.

13.12.030 - Soil and waste pipes.¶
A. All soil and waste pipes must be of cast-iron or wrought-iron pipe, provided that in the use of wrought-iron pipe all fittings shall be of the type known as Durham System recessed fittings, and in no case may fittings of the ordinary wrought type be used, except on vents.
B. The ends of all wrought pipe used for waste pipes shall be properly reamed to the full diameter of the pipe. Changes of direction in waste lines shall be made by fittings of the same degree angles, as specified for cast-iron work.
C. Every sink shall have not less than two-inch waste pipe up to the trap, which may be one and one-half inches.
D. Y openings left for future connections must be plugged with iron plugs calked in permanently.
E. Quarter bends with heel inlets shall not be used except at the top of vertical lines.

13.12.040 - Garage washbasins.¶
Public or private garages may have washbasins connected to the city sewers, provided that such basins are used only for washing of motor vehicles. Said washbasins shall be of two compartments and the smaller, nearest the sewer, shall not be less than twelve inches by sixteen inches by eighteen inches deep. The cast-iron pipe connections shall not be less than three inches in diameter. The whole shall be constructed in an approved manner.

13.12.050 - Vents for fixtures.¶
A. Vents for fixtures shall not be less in size than as follows:
For sinks, lavatories, bathtubs, washtubs, urinals, one and one-half inches;
For slop sinks and toilets, two inches.
B. In all buildings where there are more than three fixtures, if new work, the toilet shall be ventilated by a four-inch vent or stack.
C. No vent shall be allowed to terminate less than five feet from a window or opening into any building, and all vents shall be carried to a point at least one foot above the roof.
D. All fixtures shall be separately trapped or vented, but any two wastes entering the waste line on the same level may be vented by one vent of approved size for such fixture taken from the top of the double fitting serving both fixtures.
E. Where vent pipes pass through a deck or roof, they shall be made watertight by a proper flashing of galvanized iron.
F. Vent pipes shall be of cast-iron or galvanized wrought pipe.

13.12.060 - Waterclosets.¶
No watercloset bowl of the washout type shall be used after the effective date of the ordinance codified in this chapter.

13.12.070 - Urinals.¶
Urinals shall be enameled cast iron or vitrified earthenware, supplied with approved flushing facilities.
Stalls for urinals may be lined with galvanized sheet metal not less than No. 22 gauge, with all seams and corners soldered tight, or may be lined with smooth-finished concrete of a thickness not less than two inches and coated with an impervious material.
Urinals now in use not complying with this ordinance shall be replaced with approved fixtures.

13.12.080 - Water supply cutoffs.¶
Every water line shall have a service cock or shutoff placed in a convenient location or, if under the ground, shall be placed in a suitable box to ensure easy access.

13.12.090 - Closet lead stubs.¶
Closet lead stubs or elbows may be of the raymond type, with iron or brass ferrule inside the lead. On cement of tile floors, cast-iron closet flanges may be used.

13.12.100 - Slip-joint nuts.¶
Nickled slip-joint nuts may be used on nickle lavatory or sink traps for connecting to the waste pipe.

13.12.110 - Connecting to sewers under concrete pavement or sidewalks.¶
In all cases where a sewer connection must be made under a street, alley or sidewalk which is surfaced with concrete or other hard surfaced pavement, the city shall make a charge, payable when the permit is issued, amounting to two dollars per square foot of such pavement removed. Said money shall be used for the replacement of such pavement removed.

13.12.120 - Lights and barricades.¶
Any person or firm making excavation in the city streets or alleys for the purpose of sewer connections, or any other purpose, shall maintain proper barricades and lights during the time said excavation is open, and shall assume full responsibility for such excavation.

13.12.130 - Penalty for violation.¶
Any person violating any of the provisions of this chapter, whether acting for himself or as agent or servant of any other person, firm or corporation, shall be guilty of a misdemeanor and, upon conviction thereof, shall be punished by a fine of not less than ten dollars or more than three hundred dollars, or by imprisonment for a term of not more than ninety days, or by both such fine and imprisonment.
