12.04.010 - Specifications.¶
A. Streets. Those certain specifications furnished by the city engineer, designated as "Specifications No. 1, General Specifications for Street Work in the City of Blythe, California," and now on file in the office of the city clerk, and are adopted as the general specifications for street work and improvements in the city.
B. Sidewalks. Those certain specifications furnished by the city engineer, designated as "Specifications No. 2, for Construction of Concrete Sidewalks in the City of Blythe," and now on file in the office of the city clerk, are adopted as the specifications for the construction of sidewalks in the city.
C. Curbs. Those certain specifications furnished by the city engineer, designated as "Specifications No. 3, for the Construction of Concrete Curbs in the City of Blythe," and now on file in the office of the city clerk, are adopted as the specifications for the construction of concrete curbs in the city.

12.04.020 - Lighting and barricade requirements.¶
Every person, firm or corporation holding a permit for the excavation of or the contract for doing any work upon any street or sidewalk in the city shall place on all excavations and piles of materials all necessary guards, barriers and lights for the protection of the public at night, and for the protection of said work during the time of construction. Said lights shall be equipped with red globes, and shall be of such size and number as is acceptable to the superintendent of streets. Said lights shall be lighted each night before dark and kept burning until daylight; and the holder of the permit shall be responsible for their maintenance.

12.04.030 - Riding, driving and walking on location of street work in progress.¶
It is unlawful for any person to ride or drive or cause to be ridden any animal, or to ride or drive or to propel any vehicle of any kind, or to walk or go upon or across any portion of any public street or sidewalk where street work is in progress, and where there is a guard or barrier to prevent such travel, or at or near which there is a sign stating that any street is closed, or where red lights are maintained to indicate that said street is closed, or that cement work is being put in.

12.04.040 - Riding, driving or walking over sidewalk or curb work in progress.¶
It is unlawful for any person to ride or drive or cause to be ridden any animal, or to ride or drive or to be caused to be ridden or driven any vehicle, of any kind whatsoever likely to produce damage, upon, over or across any sidewalk or curb unless the same has first been protected by earthwork or other cushioning material. Nothing in this section shall prevent the use of regular approaches or sidewalk crossings and all dirt or other materials used temporarily to protect sidewalks and curbs shall be removed as soon as practical, and within twenty-four hours upon order of the superintendent of streets.

12.04.050 - Irrigating water on streets.¶
It is unlawful for any person, firm or corporation to allow or permit or cause to be run any irrigating water upon any of the streets of the city, except upon permission of the street superintendent; and any person, firm or corporation shall be entitled to such permit without charge whatsoever where the water is going to be used to allay the dust or to irrigate trees and shrubs planted along any street or highway.

12.04.060 - Grazing of animals on streets, alleys and sidewalks.¶
It is unlawful for any person, firm or corporation to stake, tie or fasten any animal to any tree, shrub or other plant upon any street, alley or sidewalk in the city in such a manner as to permit the animal to graze and feed in and upon such street, alley and sidewalk.

12.04.070 - Penalty for violation.¶
Any person, firm or corporation violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be punished by a fine in a sum not more than three hundred dollars, or by imprisonment in the branch county jail located in the city for a period not exceeding ninety days, or by both such fine and imprisonment.
