5.28.010. - Definitions.¶
The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
A. Driver means any person in charge of, driving or operating any taxicab, either as owner, agent, employee or otherwise, while such taxicab is hired or is for hire.
B. Grantee means the person to whom a franchise is issued or granted.
C. Stand means a place on a public street designated by the city council for the exclusive use of any taxicab while waiting for employment.
D. Taxicab means any automobile or motor-propelled vehicle used for the transportation of passengers over the streets of the city and not over a defined route, irrespective of whether such operations begin or end within or extend beyond the boundary limits of the city, at rates per mile, per trip, per hour, per day, per week or per month, including, or not including, waiting time; except that such term shall not include the following:
Automobiles or motor-propelled vehicles used as private ambulances;
Vehicles used for public transportation over defined routes;
Vehicles for hire which are driven exclusively by the hirer.
E. Taximeter means any mechanical instrument or device by which the charge for the hire of a taxicab is mechanically calculated either for distance travelled or for waiting time or both, which charge is indicated by means of figures.

5.28.020. - Acts accomplished by resolution.¶
All acts required under this chapter to be performed by the city council shall be accomplished by resolution.

5.28.030. - Taxicab stands—Designation.¶
The city council shall designate such portions of the public streets as shall be for the exclusive use of taxicabs awaiting employment and shall require the curbs of such stands to be painted a distinctive color and plainly marked as taxi stands.

5.28.040. - Taxicab stands—Unauthorized use.¶
No person shall leave, stand or park any motor vehicle, other than a taxicab, within any taxi stand or otherwise obstruct the use thereof.

5.28.050. - Taxicab stands—Use required.¶
No driver of a taxicab shall, while awaiting employment, park the taxicab at any place on the public streets other than designated taxi stands.

5.28.060. - Council to make rules and regulations.¶
The city council shall make such rules and regulations as it may deem desirable pertaining to the operation of a taxicab business, the extent, character and quality of the service rendered under a franchise to operate taxicabs and the conduct of taxicab drivers.
