2-3-201: CREATION AND FUNCTIONS:¶
The police department is hereby established, and the office of police chief created. The police department shall be under the supervision and control of the police chief, who shall be accountable to the city manager. The police chief shall be responsible for the preservation of public peace, shall preserve and protect the property of the city, shall perform such duties as imposed by local, state, and federal law, and such other duties as designated by the city manager or council. (1962 Code § 2-4.203)
2-3-202: POLICE RESERVES:¶
There is hereby established a police reserve force in the police department. The police chief shall have the authority to appoint police reserves. Any person appointed a member of the police reserve force, and who is issued a state of California commission on peace officer standards and training (POST) level I reserve officer certificate shall have the full powers and duties of a peace officer as provided in the Penal Code of the state upon determination by the police chief that such member is qualified to perform general law enforcement duties by reason of the member's training and experience. The police chief shall have authority to issue rules and regulations governing the police reserve force. (1962 Code § 2-4.202.5)
2-3-203: IMPOUNDED VEHICLES; HEARING PROCEDURES:¶
The police chief shall establish and implement an administrative hearing procedures for impounded vehicles in accordance with Vehicle Code sections 22851.3 and 22852. The procedures shall be subject to approval by city council. (1962 Code § 2-4.204)
