1-2-1: APPLICATION OF DEFINITIONS:¶
For the purposes of this Code, the words and phrases set forth in this chapter shall be construed as defined herein, unless the context clearly indicates a different meaning is intended, or unless a different meaning is specifically defined and more particularly directed to the use of such words or phrases.
CALENDAR YEAR: From January 1 through December 31 of any given year.
CITY: The City of Beverly Hills, a municipal corporation of the State of California, or, when referring to territory or territorial limits, it shall mean the area within the territorial City limits of the City of Beverly Hills and such territory outside the City over which the City has jurisdiction or control by virtue of any law.
COUNCIL: The City Council of the City of Beverly Hills.
COUNCIL MEMBER: A member of the City Council.
COUNTY: The County of Los Angeles.
FISCAL YEAR: From July 1 of any given year through June 30 of the following year.
MAY: Permissive.
MONTH: A calendar month unless otherwise expressed.
OATH: Affirmation.
OFFICE: The use of the title of any officer, employee, office or ordinance shall mean such officer, employee, office or ordinance of the City unless otherwise specified.
OFFICIAL DATUM PLANE: The bench mark located at the south side of the entrance door of the City Hall, which bench mark has an elevation 267.906 feet above the United States Geological Survey datum plane, and upon which all maps and references in the official records of the City are based and referenced.
OWNER: Applied to a building or land, shall include any part owner, joint owner, tenant, tenant in common or joint tenant of the whole or a part of such building or land.
PERSON: A natural person, joint venture, joint stock company, partnership, association, club, company, corporation, business trust, organization, cooperative, and collective, and any manager, lessee, agent, servant, officer or employee thereof.
PERSONAL PROPERTY: Money, goods, chattels, things in action and evidences of debt.
PROPERTY: Both real and personal property.
QUARTERLY: When used to designate a period of time, means the first three (3) calendar months of any given year or any succeeding period of three (3) calendar months.
REAL PROPERTY: Land and improvement therein.
RESPONSIBLE PERSON: Any person who in whole or in part, directly or indirectly, causes, maintains, permits, arranges, facilitates, aids and/or abets a violation of this code. The term "Responsible Person" includes, but is not limited to: any person or entity who has any ownership or possessory interest in real or personal property or who is in control thereof, whether actual or constructive; acts as an agent or broker, or on behalf of persons having an ownership or possessory interest in such property; has actual or ostensible control of such property; any person who has actual or apparent authority or supervises a person and any other person or entity whose actions in whole or in part, directly or indirectly, causes, maintains, permits, arranges, facilitates, aids and/or abets a violation of this code.
SHALL: Mandatory.
STATE: The State of California.
STREET: Except as otherwise designated in this Code, shall include all streets, highways, avenues, lanes, alleys, courts, places, squares, curbs, and other public ways in the City which have been or may hereafter be dedicated and open to public use or such other public property so designated in any law of the State.
TENANT OR OCCUPANT: Applied to a building or land, shall include any person who occupies the whole or a part of such building or land, whether alone or with others. (1962 Code §§ 1-2.01, 1-2.10 - 1-2.87; amd. Ord. 17-O-2734, eff. 9-8-2017; Ord. 25-O-2918, eff. 9-5-2025)
