8-4-1: PARKWAY SURFACE:

The abutting property owner shall plant and maintain the parkway with grass or other plant material that is maintained at no more than six inches (6") in height as approved by the city's arborist with the following exception: The parkway area abutting commercially zoned property may be surfaced in concrete in lieu of grass. 8-4-2: SIDEWALK CONSTRUCTION AND DESIGN:

Sidewalk construction shall comply with the specifications on file in the office of the transportation/engineering official. Sidewalk marking, color, and design shall comply with the "sidewalk marking design standard" on file in the office of the transportation/engineering official. Sidewalk construction shall require a permit issued by the transportation/engineering official under chapter 2 of this title. (1962 Code §§ 7-3.22, 7-3.23)

8-4-3: STREET CONSTRUCTION:

Street construction shall comply with the specifications on file in the office of the transportation/engineering official, and shall require a permit by the transportation/engineering official under chapter 2 of this title. (1988 Code)

8-4-4: DRIVEWAYS AND DRIVEWAY APPROACHES:

All driveway approaches shall require a permit issued by the transportation/engineering official and shall be subject to the following provisions:

A. Construction: Driveway approach construction shall comply with the specifications on file in the office of the transportation/engineering official and shall require a permit issued by the transportation/engineering official under chapter 2 of this title.

B. Slope: Driveways with a slope exceeding one foot (1') vertical for each six feet (6') shall require a special permit from the transportation/engineering official.

C. Width: The maximum width of any residential driveway approach shall not exceed twenty feet (20'), and the maximum width of two (2) adjacent residential driveway approaches which are combined shall not exceed twenty six feet (26'). The maximum width of any commercial driveway approach shall not exceed forty feet (40'). The minimum width of any driveway approach shall not be less than sixteen feet (16'). The transportation/engineering official may approve driveway approaches which vary from the widths designated herein to accommodate existing topography, or nonremovable objects, such as buildings, walls, trees, or natural rock outcroppings. Driveway approach widths shall be the transition distance, measured along the curb, from the full height curb on one side to on the opposite side.

D. Location: No portion of a driveway approach shall be closer than three feet (3') from any tree, lighting standard, public utility, another driveway, or other device erected in the parkway. Except in single-family residential zones, driveway approaches are restricted to access which lead directly to a carport, garage, or parking area located beyond the front setback area. Two (2) driveway approaches authorized for any lot or parcel shall not be less than twenty eight feet (28') apart, and each such driveway approach shall be a minimum of two feet (2') from the side property line as measured at the beginning of the full height curb. Any circular driveway shall have a minimum outer radius of twenty six feet (26'). The transportation/engineering official may approve a driveway approach closer to the side property line, or closer to any tree, lighting standard, public utility, another driveway or a device erected in the parkway where necessary to accommodate existing topography or nonremovable objects, such as buildings, walls, trees, or natural rock outcroppings.

E. Number: Only one driveway approach shall be permitted in any residential zone on any lot or parcel with less than seventy five (75') feet of frontage, or with a front setback of less than twenty five feet (25'); with the exception that a circular driveway requiring two (2) driveway approaches shall be permitted where the parcel frontage is within four percent (4%) of the seventy five feet (75') minimum required for two (2) driveway approaches, and further, that no other deviation from the provisions of this code or discretionary action is required for such circular driveway. 8-4-5: RULES AND REGULATIONS:

The transportation/engineering official shall issue rules and regulations for implementation of the provisions of this chapter, and upon issuance, all persons shall comply with rules and regulations issued under this section. (1988 Code)
