2.42.010 City Clerk Department.

A City Clerk Department is created which shall be under the direction of the City Clerk, subject to the general administrative direction of the Deputy City Manager. (Ord. 5964-NS § 1, 1990; Ord. 5434-NS § 2 (part), 1982)

2.42.020 Organization.

The City Clerk, subject to the approval of the Deputy City Manager, shall organize and maintain such divisions in said department as the operations may in the City Clerk’s judgment require. (Ord. 5434-NS § 2 (part), 1982)

2.42.030 City Clerk--Control and supervisory authority.

The City Clerk shall be responsible for the supervision and control of all divisions of the department and for the performance of the functions herein assigned to the department. (Ord. 5434-NS § 2 (part), 1982)

2.42.040 City Clerk--Duties and responsibilities.

The City Clerk shall perform all duties and have such authorities and responsibilities as are prescribed by the Charter and ordinances of the City and the laws of the state, shall keep the minutes of the council, and record ordinances, resolutions and street proceedings. The City Clerk shall keep full and complete indexes of the minutes of the council, City ordinances and resolutions passed by the council, and register all street proceedings; and shall be the keeper of the corporate seal of the City and shall affix the same to all instruments and writings needing authentication. The City Clerk shall perform such additional functions as may be assigned by the Deputy City Manager.

In addition, the City Clerk shall serve as secretary to the Redevelopment Agency and to the Housing Authority of the City. In such capacity, the City Clerk shall keep and maintain public records for such agencies which are the same as or similar to the public records kept and maintained for the City. 2.42.050 City Clerk--Other persons authorized to act when.

In case of the absence or disability of the City Clerk, the Deputy City Clerk shall perform the duties and exercise the powers of the City Clerk. In case of the absence or disability of both the City Clerk and the Deputy City Clerk, the Deputy City Manager shall appoint an employee as Acting City Clerk who shall perform the duties and exercise the powers of the City Clerk.
