§ 13.32.010. Violation.¶
It is a violation of this code to violate, or fail to comply with, a rule or regulation of the system or a condition of water service or to damage city property used in the operation and maintenance of the water system.

§ 13.32.040. Violation – Nuisance.¶
In addition to the penalties provided in this chapter, any condition caused or permitted to exist in violation of a provision of this division is a public nuisance and may be summarily abated as such. Each day that the condition continues is a new and separate offense.
