19.64.010 Private streets and ways—Construction—Conditional use permit required. ¶

Any private street or way constructed to provide a primary or a secondary means of access to more than five lots shall be constructed in compliance with the provisions relating to streets in Title 18, and the use of any land in the City for any such private way is conditioned upon the obtaining of a conditional use permit therefor from the Planning Commission.
