§ 8.24.160. Use of standard containers required.

A. Every person designated under Section 8.24.090 who is in charge of residential or commercial premises shall deposit or cause to be deposited all refuse in standard containers or bins as approved by the chief administrative officer and the collector.

B. No person shall maintain or place for collection any container not in conformance with the standard container or bin designated by the city.

§ 8.24.170. Location.

It is the duty of every person designated under Section 8.24.090 in possession, charge or control of any place within the city, in or from which refuse accumulates or is produced, to keep in a suitable place readily accessible to the collector, containers capable of holding without spilling all refuse which would ordinarily accumulate on the premises between the time of two successive collections.

§ 8.24.180. Placement for collection.

A. No container shall be placed adjacent to a street or public right-of-way for collection service more than 24 hours prior to the normal collection time.

B. During the hours for collection, residential containers shall be placed at the curb or right-of-way for collection and shall be accessible for mechanized pickup. Commercial bins shall be accessible to the collector.

C. All residential solid waste must be placed out at the curb pickup site by five-thirty a.m. on the designated pickup day.

D. Dead animals and bulky waste shall not be set out for collection. Bulky waste shall be collected only during cleanups or by contractual arrangement between the resident or business and the contractor.

E. Tree trimmings and brush shall be cut into four-foot lengths and tied into bundles of not larger than 24 inches in diameter for ease in pickup.

§ 8.24.190. Removal after collection.

Containers shall be removed from the street or right-of-way location within 12 hours after collection.

§ 8.24.200. Automated collection containers.

In the event that the city begins a program of residential automated refuse collection, this section shall control over any contrary sections in this chapter. All other sections of this chapter shall continue in force.

A. The city and/or the collector shall provide to each residence a container suitable for use with an automated refuse collection system. A monthly fee may be charged by the city for use of this container, with the fee and fee amount being set by the city council by resolution.

B. Such container shall be capable of holding without spilling all refuse which would ordinarily accumulate on the premises between the time of two successive collections.

C. For an additional fee, a residence may rent one additional container. This additional fee shall be set by the city council by resolution.

D. Any container fees collected beyond the amount required to provide containers for each residence shall be used to create a replacement container fund. Such funds are to be used to replace residential automated refuse collection containers which are destroyed, lost, or otherwise rendered unsuitable for their intended purpose.

§ 8.24.210. Maintenance.

The collector shall maintain in good repair and, as necessary, replace containers and bins furnished to customers.
