§ 10.16.010. Speed limits established on the basis of traffic and engineering survey…¶
A. In accordance with applicable provisions of the California Vehicle Code, the city council shall, by resolution, establish which streets, or portions thereof, the speed permitted by state law is greater or less than is reasonable or safe under the conditions found to exist upon the described portions of such streets on the basis of engineering and traffic investigations. It is hereby declared that the prima facie speed limit on those streets or portions thereof shall be as set forth by said resolution of the city council, as amended from time to time.
B. It shall be the responsibility of the city engineer, with the assistance of the police chief, to conduct speed limit zone studies at the times and in the manner prescribed by state law. A report shall be presented to the city council indicating the results of the said study.

§ 10.16.020. Regulation of speed by traffic signals.¶
The city traffic engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections, and shall erect appropriate signs giving notice thereof.

§ 10.16.030. Speed limit on private property.¶
No person shall drive or operate any motor vehicle in a private driveway or on private property in excess of 15 miles per hour when the owner of such driveway or property has erected a sign giving notice thereof.
