Sec. 2.20.010. - Finance department; creation; duties.

There is created and established in and for the city a finance department, which department is vested and charged with the following duties and responsibilities:

(1) To maintain and operate the general accounting system of the city and of each and all of the respective departments, offices and agencies thereof.

(2) To perform or to prescribe such accounting functions and duties in accordance with the latest and most modern accounting methods as the science of accounting progresses.

(3) To keep and maintain, or to prescribe and require the keeping and maintaining of inventory records of municipal properties necessary in accordance with modern municipal accounting practices.

(4) To assume, maintain and perform all functions and duties relating to the administration and control of business licenses levied by the city, and of the collection thereof.

(5) To assume and perform all municipal functions and duties relating to the preparation, auditing, presenting and disbursement of claims and demands against the city, including payrolls.

(6) To assist the city manager in the preparation of the annual budget and in the administration thereof.

(7) To prepare and present to the city council through the city manager in sufficient detail to show the exact financial conditions:

a. A monthly (or more frequently as may be desired) statement of all receipts, disbursements and balances of the city.

b. An annual statement and report of the financial condition of the city.

c. Such other financial reports as may be required by the city council or the city manager.

(8) To prepare and present the annual report required by law to the state controller, and such other further and additional reports as may be required from time to time by law.

(9) To perform such additional duties and functions as may be hereafter prescribed or required by the city manager.

Sec. 2.20.020. - Finance director; appointment; duties.

The position of finance director is established and created. The finance director shall be appointed by the city manager subject, however, to the approval of the city council in such manner as pertains to the appointment of other department heads. The duties and functions of the finance director shall include, but not be limited to, the following:

(1) That the financial and accounting duties heretofore imposed upon the city clerk under Government Code §§ 40802 through 40805 are hereby transferred to the finance director and the performance of such duties as required by said code sections is hereby imposed under the finance director.

(2) Supervise and direct the finance department of the city subject to direction and approval of the city manager.

(3) Appoint such subordinate employees as may be authorized by the city council for the department.

(4) Cooperate with the city treasurer and other department heads of the city in establishing and maintaining sufficient and satisfactory procedures and controls over municipal revenues and expenditures in all departments of the city in accordance with modern municipal accounting practices.

(5) Furnish an official bond for the faithful performance of his duties in such amount as may be determined by the city council at the time of his employment.

(6) Perform such other duties as the city manager or the city council through the city manager may from time to time direct.

Sec. 2.20.030. - Limitation of responsibility.

The provisions of this chapter do not apply to the administration, operation or fiscal affairs of the Barstow Community Hospital.
