Sec. 82-96. - Required.¶

No person shall solicit or pick up passengers for pay within the city for transportation in any cab, taxicab, automobile, station wagon or bus not licensed by and carrying a certificate to do so from and by the city council, excepting only buses operating under authority of the public utilities commission.
