Sec. 66-356. - Conformity with master plan.

(a) Each major or secondary street in a subdivision shall conform in width and substantially in alignment with that shown or indicated on the master plan of streets adopted by the council.

(b) Lots adjoining such major or secondary streets shall be served by other streets or frontage roads and shall have the full amount of frontage on such other roads as may be required in chapter 86 of this Code wherever practicable. The right-of-way width for such other roads may be 50 feet, but all other requirements of this chapter shall be met.

Sec. 66-357. - Part-width.

Any part-width major or secondary street or any reservation therefor lying along and adjacent to any boundary of a subdivision shall have such a width as will conform to the lines shown on the master plan of streets covering the same portion of such subdivision.

Sec. 66-358. - Local streets and ways.

(a) Curve radius. On any street in a subdivision other than a major or secondary highway, no centerline curve radius of less than 100 feet shall be provided, unless sufficient evidence is offered to the commission by the subdivider to show that the 100-foot radius is not practicable.

(b) Block corner cutoff. At each street intersection the property line at each block corner shall be rounded with a curve within a radius of not less than 15 feet.

(c) Intersection angle. Any highway or street intersecting any other highway or street shall intersect it at an angle as nearly a right angle as practicable.

(d) Dead-end streets. Where a street is designed to remain a dead-end street, an adequate turning area shall be provided at the dead end thereof. If dead-end streets are permitted, great care must be exercised that proper drainage is provided and that the cost of public utilities will not be greatly increased.

(e) Alleys in congested districts. An alley not less than 20 feet wide shall be provided at the rear of all lots where the property is to be used for multiple residential use, not including two-family use, or commercial or other restrictive use.

(f) Alley intersection. Where two alleys intersect, a cutoff of not less than ten feet along each alley shall be provided.

(g) Alleys in lieu of service roads. Where it is proposed to subdivide property abutting a major or secondary highway and the circumstances of such property or of adjoining property render it inadvisable or undesirable to provide access to the lots along such highway by means of a service road or other local street, an alley 20 feet wide shall be provided at the rear of such lots.

(h) Grades. No portion of any street shall exceed a grade of 12.5 percent, except that a grade up to 15 percent may be permitted for a distance not exceeding 300 feet when in the opinion of the city engineer such a grade will not adversely affect the safe movement of traffic in the area of the grade.

(i) Grades at intersections. No street grade more than five percent will be permitted within 100 feet of the intersection of the centerlines of any two or more streets.

Sec. 66-359. - Right-of-way and roadway widths.

Every street in a subdivision other than a major or secondary street shall have a right-of-way of not less than 60 feet in width and a roadway width of not less than 40 feet, except for cul-de-sacs serving less than ten lots which may have a right-of-way not less than 54 feet wide with not less than a 36-foot roadway, or unless the city council, by resolution adopted by a four-fifths votes of its membership, determines that the public convenience and necessity demand acquisition, construction and maintenance of a street less than 40 feet, in accordance with California Streets and Highways Code section 1805, as it may be amended from time to time.

Sec. 66-360. - Future streets.

Wherever the commission shall have determined that a street is necessary for the future subdivision of the property, as shown on the subdivision map or for adjoining property, but that the present dedication and construction of such street is not warranted, the commission may require that the location, width and extent of such street shall be shown on the final map or on an approved record of survey map as a future street. No improvement of such future street shall be required of the subdivider.
