No person shall within the city limits open up, carry on or conduct or have charge or control of any room, apartment or place in the city wherein or whereat any game of draw poker or any other game played with cards is played or dealt or permitted to be played or dealt whereby any person owning, managing, conducting, controlling or having control or management of the room, apartment or place wherein or whereat such game of draw poker or any other game played with cards is played, dealt, conducted or carried on shall receive a benefit or compensation or profit therefrom from any of the players at such game, either by means of what is known as a "kitty," "rakeoff" or "take out" or by any other scheme or device or by renting or selling cards or furniture or lights or rooms or by any other direct or indirect way.

All persons are prohibited from attending or being present in any room where any game of chance played with cards, dice or other device is being played, conducted or carried on for money, checks or credit.

No person shall, either as owner or agent, lease or rent any building, room, lot or other place to any person to be used for gambling or carrying on games of chance for money or any other thing of value. It is unlawful for any person to permit any building, room, lot or other place which he owns or is the agent of to be used or occupied by any such person who carries on or conducts or allows to be carried on or conducted therein any game of chance for money or profit or thing of value.
