Sec. 2-446. - Budget requests—Forms.

The budget officer shall annually, on or before the first Monday in April, furnish to each commission, board, division or department standard budget request forms upon which budget requests for the succeeding fiscal year are to be submitted by the several city commissions, boards, divisions or departments.

Sec. 2-447. - Same—Filing required.

Annually, on or before the first Monday in May, each commission, board, division or department head shall file with the budget officer, on the forms provided, budget requests for all proposed operating expenditures in the succeeding fiscal year.

Sec. 2-448. - Annual filing of proposed expenditures.

Annually, on or before the first Monday in June, the budget officer shall file the following with the mayor and each member of the city council:

(1) A complete copy of each commission, board, division or department budget request;

(2) A budget request for proposed expenditures not properly assignable to any commission, board, division or department operation;

(3) A detailed estimate of all revenue by source; and

(4) A general summary of all proposed expenditures and estimated revenues.

Sec. 2-449. - Adoption.

Annually, on or before the first Monday in July, the city council shall adopt by resolution the official budget for all proposed expenditures and estimated revenues as reviewed and adjusted by the city council.

Sec. 2-450. - Amendment.

During the fiscal year after its adoption the budget may be amended by the city council following a public hearing held by the city council on the proposed amendment if it exceeds $1,000,000.00. Any proposed amendment to the budget amounting to $1,000,000.00 or less shall not require a public hearing. Any such proposed amendment of the budget shall be accomplished by the adoption of a resolution. Any proposed amendment to the budget or budget appropriation amounting to $100,000.00 or less shall not require a resolution. Any such amendment or appropriation amounting to $25,000.00 or less shall be accomplished by the authorization of the city director of finance. Any proposed amendment to the budget or budget appropriation amounting to more than $25,000.00 up to $100,000.00 shall be accomplished by the authorization of both the city director of finance and the city manager.
