8.20.010 - Burning prohibited where.¶
No person shall set fire or burn, or cause to be set fire to, or burned, any rags, paper, wood, rubbish or other combustible material upon any street, alley, public place, or sidewalk paved with or constructed of asphaltum or any other combustible matter.

8.20.020 - Permit required.¶
A. No person shall set fire or burn or cause to be set fire to or burned, any rags, papers, woods, rubbish or other combustible materials out side of any building in this City without first obtaining a permit so to do from the fire marshal. All such rags, papers, woods, rubbish or other combustible materials shall be burned in a metal, stone or brick container or incinerator con structured, or reasonably adapted for the purpose of burning such materials.
B. No permit shall be granted for the burning of such materials other than in a container or incinerator such as is provided for in subsection A of this section, and so placed and located that odors or smoke from the burning of such materials shall not constitute a nuisance or be offensive to persons living in the vicinity thereof.
C. No permit shall be granted for the burning of such materials under the provisions of this chapter except such burning be between the hours of 6:00 a.m. and 4:00 p.m.
D. No person shall permit material burned under the provisions of this chapter to burn unreasonably slowly or to smolder, but shall be required to see to it that such burning is done in such a manner as to consume such materials with reasonable rapidity, and shall completely extinguish any fire from the burning not later than 5:00 p.m.
E. Permits shall be of two kinds:
Permanent permits, which shall apply to the burning of such materials in the containers or incinerators of the kind so placed in the manner provided in subsection B of this section;
Temporary permits which shall apply to all other burnings herein provided for.
F. No permit shall be granted for the burning of lawn trimmings.
