Atwater Municipal Code Ch. 2.12 Director of Public Works

There is created the position of Director of Public Works. The Director of Public Works is responsible to the City Manager and is responsible for the supervision and conduct of the following Public Works activities: building inspection, water and sewer systems refuse collection, parks, public construction, building maintenance, street construction and maintenance, and activities necessarily related to any of the foregoing.

The procedures for public works contracts shall be as follows:

A. The department head proposing the commencement of a project shall first submit the proposal to the City Manager for preliminary approval.

B. Upon approval by the City Manager, he shall refer the project directly to the Public Works Director.

C. If the Director determines that any of his duties as set forth in this section are to be performed by an outside engineering consultant, he shall engage for such services in compliance with the provisions of the Atwater Purchasing Manual.

D. The Director shall cause preliminary plans, specifications and an estimate of costs to be prepared and shall present the same to the City Council for approval.

E. Upon approval by the City Council, the Director shall cause the final plans and specifications to be prepared and shall submit the same to the City Attorney for approval.

F. Upon approval of the City Attorney, the project shall be contracted for by public bidding, negotiated contract, or by force account in compliance with the provisions of the Atwater of the provisions of the California Public Contract Code, the Atwater Municipal Code, and the Atwater Purchasing Manual.

G. The Director shall be responsible for letting all contracts, supervision and inspection of construction, contract administration and determination, of contract compliance and completion.
