16.28.010 - Required.

A parcel map shall be required for each of the subdivisions which are excepted from recording a final map in subsections A, B, C and D of Section 16.24.010. A parcel map shall be required for all other subdivisions which do not require a final map unless the requirement for a parcel map is specifically waived by the advisory agency after receipt and consideration of the subdividers request therefor. The advisory agency shall find that the proposed division of land complies with requirements established by this chapter as to area, improvement and design, flood water drainage control, appropriate improved public roads, sanitary disposal facilities, water supply availability, environmental protection, and other requirements of this title or the request for waiver of the parcel map shall be denied.

16.28.020 - Preparation.

A. After the approval or conditional approval of the tentative map and prior to the expiration of such map, the subdivider may cause the real property included within the map to be surveyed in conformity with the Land Surveyors Act and a parcel map thereof prepared in accordance with the approved or conditionally approved tentative map.

B. The map may be compiled from recorded or filed data when sufficient survey information exists on filed maps to locate and retrace the exterior boundary lines of the parcel map and at least one of these boundary lines can be located and established from an existing monument line.

C. The parcel map shall be prepared by or under the direction of a registered civil engineer or licensed land surveyor, and shall show the location of streets and property lines bounding the property.

16.28.030 - Requirements.

The parcel map shall conform to the provisions of subsections A through Q of Section 16.24.030 and the following requirements:

A. If the original parcel contains five acres or more to remain as a unit after subdivision, the parcel map need not show the location of this remainder of the original parcel as a surveyed portion, but shall show the location with a reference to the existing record boundaries.

B. The first sheet shall have a title and a subtitle. The title shall consist of the name or number of the subdivision as approved on the tentative map. Below the title, shall be a subtitle, consisting of a general description of all the property being subdivided, by reference to deeds, subdivisions or to sectional surveys. References to tracts and subdivision shall be spelled out and worded identically with original records with complete reference to proper book and page of the record. In addition, the title sheet shall show the basis of bearings.

16.28.040 - Certificates and acknowledgments.

Those certificates and acknowledgments set forth in Sections 66411.1, 66436 (except where dedications or offers of dedications are not required, the certificate shall be signed and acknowledged by the subdivider only), 66439, 66440, 66449, and 66450 of the Subdivision Map Act shall appear on the parcel map. The format for such certificates shall be determined by the City Engineer.

16.28.050 - Supplemental data.

The parcel map shall be accompanied by the following:

A. Plans and specifications of the proposed improvements together with the necessary bonds or guarantees as provided in Chapter 16.36;

B. A map guarantee provided by a title insurance company designating the name and names of record who must sign the certificates required in Section 16.28.040.
