10.34.010 - Definitions.

A. Parking shall mean the standing of a vehicle, whether occupied or not, otherwise than temporarily for and while actually engaged in loading or unloading merchandise or passengers.

B. Stopping when prohibited shall mean any cessation of movement of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer official traffic control device or signal.

C. Parkways refers to any street, road and/or roadway which is open to vehicular traffic within the confines of Castle Airport Aviation and Development Center.

D. Street Parking refers to any part of a roadway and/or streets within Castle Airport Aviation and Development Center which includes, but is not limited to curbs, gutters sidewalks and shoulder areas whether paved or not.

10.34.020 - Parking—Generally.

A. No person shall stop, stand or park a vehicle within any parkway.

B. No person shall stop, stand or park any vehicle which is seven feet or more in height, (including any load thereon), within 100 feet of any intersection.

C. Parking or stopping on streets or roadways within Castle Airport Aviation and Development Center is prohibited.

D. Parking is allowed in designated parking areas, parking lots and parking spaces within the Castle Airport Aviation and Development Center.

10.34.025 - Penalty—Parking.

Any person violating the parking provisions of this ordinance, shall be punished:

A. for the first offense by a fine of $25.00, and

B. for a second offense within 180 days of the first offense by a fine of $50.00, and

C. for a third offense within 180 days of the first offense by a fine of $100.00.

10.34.030 - Speed limits.

It is hereby determined within the bounds of prudence and safety and declared to be the most appropriate to facilitate the orderly movement of traffic, and are reasonable and safe to adopt the prima facie speed limit established by the State of California in Vehicle Code Section 22352(a)(2)(A) for business districts as the speed limit of the streets and roadways within the Castle Airport Aviation and Development Center, unless otherwise posted.

A. It is hereby declared that the prima facia speed limits for the streets and roadways within the Castle Airport, Aviation and Development Center is 25 miles per hour, when signs have been posted giving notice.

10.34.040 - Penalty—Speed limit.

Any person violating the speed limit provisions shall be guilty of a public offense and shall be punished as provided in division 17 (commencing with section 42000) of the vehicle code of the State of California.

10.34.050 - Validity.

If any section, subsection, sentence, clause, work, of phrase of this ordinance is held to be unconstitutional or otherwise invalid for any reason, such decision shall not affect the validity of the remainder of this ordinance. The City Council of the City of Atwater does hereby declare that they would have passed this ordinance, each section, subsection, sentence, clause, word, or phrase thereof, irrespective of the fact that one or more section, subsection, sentence, clause, word or phrase be declared invalid or unconstitutional.
