Artesia Municipal Code Ch. 5 Plumbing Code

Except as hereinafter provided, Title 28, Plumbing Code, of the Los Angeles County Code, as amended and in effect on January 1, 2026, adopting and amending the California Plumbing Code, 2025 Edition (California Code of Regulations Title 24, Part 5), including Sections 119.1.2.0 through 119.1.14.0 of Chapter 1 of Title 28 of the Los Angeles County Code, Chapters 2 through 17 and Appendices A, B, D, H, I and J of the 2025 California Plumbing Code is hereby adopted by reference and shall constitute and may be cited as the Plumbing Code of the City of Artesia.

In the event of any conflict between provisions of the California Plumbing Code, 2025 Edition, Title 28 of the Los Angeles County Code, or any amendment to the Plumbing Code contained in the Artesia Municipal Code, the provision contained in the later listed document shall control.

A copy of Title 28 of the Los Angeles County Code and the California Plumbing Code, 2025 Edition, have been deposited in the office of the City Clerk and shall be at all times maintained by the Clerk for use and examination by the public.

Whenever any of the following names or terms are used in this chapter, each such name or terms shall be deemed and construed to have the meaning ascribed to it in this section as follows:

"Administrative authority," "chief plumbing inspector," and "plumbing inspector"

shall mean the Chief Building Inspector of the City of Artesia.

"Board of Examiners of Plumbers and Gas Fitters" and "Board of Examiners"

shall mean the board of examiners of plumbers and gas fitters as designated by the City Council.

City

shall mean the City of Artesia.

"County," "County of Los Angeles," and "unincorporated territory of the County of Los Angeles"

shall mean the City of Artesia.

"Gas fitting contractor," journeyman gas fitter," "journeyman plumber," "plumbing contractor," and "sewerage contractor"

shall mean a person holding a valid certificate of registration issued by the County as set forth in the Los Angeles County Plumbing Code.

No person, firm or corporation shall violate any provision of the Plumbing Code and any such person, firm or corporation shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be punishable by a fine not to exceed $1,000 or by imprisonment in the County Jail for a period not to exceed six months, or both fine and imprisonment. Each separate day or any portion thereof, during which any violation of the Plumbing Code occurs or continues, shall be deemed to constitute a separate offense and upon conviction thereof, shall be punishable as herein provided.

All plumbing permit fees required by the Plumbing Code of the City of Artesia shall be those fees in effect on the date the ordinance codified in this chapter is adopted unless the City Council subsequently adopts a resolution setting forth different fees, in which event the fees provided in said resolution shall be paid.
