§ 4-4.101. Adoption of County Traffic Code by Reference.

Except as hereafter provided, Title 15 of the Los Angeles County Code, as amended and in effect on January 12, 1998, regulating vehicles and traffic, including the current schedule of fines for parking violations, one copy of which is on file in the office of the City Clerk for public record and inspection, is hereby adopted by reference. Said title shall be known as the Traffic Code of the City. Notwithstanding the foregoing, Section 4-4.801 (Oversized Vehicle Parking Regulations) of this Code shall govern in the event of a conflict between Section 4-4.801 and any other provision set forth in Title 15 of the Los Angeles County Code. § 4-4.102. Amendment: Section 15.64.262: Street Sweeping.

Notwithstanding the provisions of Section 4-4.101 of the Artesia Municipal Code, the Traffic Code of the City of Artesia is hereby amended by adding Section 15.64.262 thereto to read:

" 15.64.262. Street Sweeping.

The City Manager shall determine the times it is necessary to prohibit parking on any City street or streets to permit the efficient sweeping and cleaning of the street or streets and shall post signs indicating when parking will be prohibited. It is unlawful for any person to park any vehicle on a City street where said sign or signs have been posted during the time parking is prohibited by said sign or signs. The parking fine for such violation shall be in the amount of $25.

A vehicle shall be removed from the public street and impounded until such time as it is claimed by the registered owner on the fourth and each subsequent occasion the vehicle is found parking in violation of this section. Said cost of removal and impounding shall be borne by the registered owner."

§ 4-4.103. Amendment: Section 15.20.230: Enforcement of Parking Laws.

Notwithstanding the provisions of Section 4-4.101 of the Artesia Municipal Code, the Traffic Code of the City of Artesia is hereby amended by adding Section 15.20.230 thereto to read:

" 15.20.230. Enforcement of Parking Laws.

Employees of the City employed in the classification of Parking Control Officer shall have the authority to issue notices of violation, cause the removal of illegally parked vehicles and otherwise enforce the parking laws and regulations contained in the provisions of this Code and the California Vehicle Code."

§ 4-4.104. Amendment: Section 15.64.271: Parking in Front Yards in Residential Zones.

Notwithstanding the provisions of Section 4-4.101 of the Artesia Municipal Code, the Traffic Code of the City of Artesia is hereby amended by adding Section 15.64.271 thereto to read:

" 15.64.271. Parking in Front Yards in Residential Zones.

Except during posted street sweeping hours, no person, including the owner or tenant of such property, shall park any vehicle on the improved or unimproved portion of a front yard area or setback area, including the lawn thereof, in a residential zone, except on an improved legal driveway or in a legal garage or carport."

§ 4-4.106. Addition: Section 15.64.365: Loading and Unloading School Children from the…

Notwithstanding the provisions of Section 4-4.101 of the Artesia Municipal Code, the Traffic Code of the City of Artesia is hereby amended to add a new Section 15.64.365 to read as follows:

"15.64.365 Loading and Unloading School Children from the Roadway Adjacent to Schools.

No person shall stop, park or leave standing any vehicle in the roadway across from or adjacent to any public or private school or the grounds thereof for the purpose of loading or unloading anyone attending schools in Grades K-12, where in order to reach the school or grounds from the vehicle or reach the vehicle from the school or grounds, it is necessary for the pedestrian to walk across a roadway. This section is inapplicable where traffic at that location is controlled by a traffic officer, a school crossing guard, an official traffic control sign or signal; or there is a marked pedestrian crosswalk, and the pedestrian complies therewith. Pursuant to Section 1-2.01 and Article 4 of this chapter, violation of this section may be cited as an infraction."

§ 4-4.201. Establishment of Speed Limits.

Speed limits within the City of Artesia shall be established by resolution of the City Council. (Ord. 203, § 1; Ord. 210, § 2; Ord. 211, § 1; Ord. 382, § 1; Ord. 459, § 1)

§ 4-4.202. Regulation of Speed by Signs.

The Road Commissioner shall cause appropriate signs to be posted along and upon the streets, and portions thereof, established in Section 4-4.201 of this article. (Ord. 203, § 1; Ord. 210, § 6)

Article 3 Truck Routes

§ 4-4.301. Established.

The following streets, or portions thereof, are hereby declared to be truck traffic routes for the movement of vehicles exceeding a maximum gross weight of 6,000 pounds:

  • (a) Artesia Boulevard;

  • (b) Pioneer Boulevard; and

  • (c) South Street.

§ 4-4.302. Restricted Use of Streets.

The operator of any vehicle exceeding a maximum gross weight of 6,000 pounds shall drive such vehicle on the truck traffic routes established by Section 4-4.301 of this article and none other; provided, however, the provisions of this section shall not prohibit the operator of any such vehicle traversing such restricted streets to a destination for the purpose of loading or unloading when necessary, but then only by such deviations from the truck route as are reasonable and necessary.
