Chapter 12.08 — STREET AND SIDEWALK OBSTRUCTIONS

12.08.010 - Obstructions defined.

For the purposes of this chapter, "obstructions" means and includes vehicles, or portions thereof, machinery, barrels, boxes, building material, and all other things which would be liable to cause injury to pedestrians or vehicles and to the drivers thereof in case of being collided with.

12.08.020 - Permit required to place—Warning lights.

It is unlawful for any person to place or deposit any obstruction in any of the public streets, alleys, highways, walkways or sidewalks of the city, or to permit the same to be done, without first having obtained permission from the public works director, or his designee, and placing a suitable warning light thereon so as to be of sufficient warning to pedestrians and the drivers of vehicles.

12.08.030 - Locations restricted.

The director of public works shall not grant permission to place or deposit such obstructions in those portions of any public street, highway, walkway or sidewalk customarily used for the purpose of traffic, but such obstructions in all cases shall be placed or deposited adjacent to the curb or in such place that it will be the least likely to obstruct traffic or endanger life or property.

12.08.040 - Violations—Misdemeanor.

Any person who shall violate any of the provisions of this chapter shall be guilty of a misdemeanor. In addition thereto, every such person shall be liable for all damages in the event of injuries to persons or property as a result of such obstructions.
