2860.1. - WHEN REQUIRED.

Professional Services Agreements, in an amount greater than five thousand dollars ($5,000), may be awarded by the City on the basis of demonstrated competence and qualifications necessary for the satisfactory performance of the professional services required to be performed at fair and reasonable prices, pursuant to the following requirements:

2860.2. - AWARDING OF BID.

Selection of winning proposals for professional services shall be based on professional competence and the criteria and requirements established in advance by the City Manager and Administrative Services Director.

2860.3. - CITY COUNCIL AWARDS.

Professional Services Agreements of more than thirty thousand dollars ($30,000) shall be awarded by the City Council.

2860.4. - DEPARTMENT AWARDS.

Professional Services Agreements of more than five thousand dollars ($5,000) and less than thirty thousand dollars ($30,000) may be awarded by the requesting department, subject to written approval by the City Manager.

2860.5. - EXCEPTIONS.

All exceptions and exemptions from the bid procedures contained in Division 6 of Part 4 of Chapter 8 shall be applicable to the procedures established in this Section.
